Open Acreage of Concession (OPC): 5th Cycle has a record signing bonus
Yesterday (6/17), the Brazilian Agency of Petroleum, Natural Gas and Biofuels (ANP) held the public bidding session of the 5th Cycle of the Open Acreage of Concession (OPC), in Rio de Janeiro. The signing bonus auctioned – of R$ 989,261,000.96 – was a record, considering all OPC cycles. The bonus had a premium of over 500%, that is, the percentage collected above the minimum defined in the bidding notice.
In total, 34 blocks were acquired by nine companies. The blocks are located in the basins: Parecis (onshore); Foz do Amazonas, Santos and Pelotas (offshore). Investments of R$ 1,456,963,000.00 are planned for the first phase of the contracts alone, the exploration phase.
“Today’s result, in ANP’s view, was very positive, demonstrating investors’ confidence in Brazil’s exploration potential,” stated ANP’s acting Director-General, Patricia Baran, at the end of the public session.
The Director highlighted, among the results, the performance of the Equatorial Margin basins. “We had a premium of almost 3,000% in areas of the Equatorial Margin and competition in 7 of the 19 blocks auctioned. This was the first time that areas in this region were offered under the open acreage modality.”

From now on, the winning companies or consortia must follow the other steps set out in the schedule, such as submitting documents and paying the signing bonus, in order for the contracts to be signed. The signing is scheduled to take place by November 28, 2025.

3rd Cycle of the Open Acreage - Production Sharing
In addition to the 5th OPC Cycle, the 3rd Cycle of the Open Acreage in the production sharing regime (OPP) was also opened today, with blocks located in the pre-salt layer.
The opening of the 3rd Cycle follows the dynamics of the Open Acreage: upon receipt of an expression of interest in one or more blocks in the notice, a new cycle is opened.
The bidding notice for the 3rd OPP Cycle provides, for new expressions of interest by companies, 13 exploration blocks located in the Santos and Campos basins.

What is the Open Acreage?
The Open Acreage is the main bidding method for oil and natural gas exploration and production in Brazil. Unlike traditional bidding rounds, this model allows for the continuous offering of exploration blocks and areas with marginal accumulations, located in onshore or offshore basins.
This gives companies the freedom to study the technical data of the areas and submit bids at the time they deem most appropriate, without depending on strict deadlines or specific bidding cycles. This flexibility has made the Open Acreage an essential instrument for fostering the competitiveness and attractiveness of the sector in Brazil.
There are currently two types of Open Acreage: in the concession regime and in the production sharing regime.
