The CNPE Resolution No. 17/2017 has established the Open Acreage, a system of continuous offer of exploration of blocks and areas with marginal reserves, for the award of concession contracts for the exploration or rehabilitation and production of oil and natural gas.
The article 4 of CNPE Resolution No. 17/2017, as amended by CNPE Resolution No. 27/2021, has authorized ANP to define and put up for bidding blocks in onshore or offshore basins, as well as to put up for bidding fields that have been relinquished or are in the process of being relinquished, and ANP may conduct permanent bidding for such fields and blocks.
However, subsection II of Article 4 excludes from such authorization fields or blocks in the pre-salt area or in strategic areas, unless specifically determined by CNPE, which will also define the parameters to be adopted for each field or block to be put out to bid.
The Open Acreage is currently the primary bidding model for areas designated for oil and natural gas exploration and production in Brazil.
There are two types of Open Acreage: the Open Acreage of Concession (OPC) and the Open Acreage of Production Sharing (OPP), depending on the contracting regime.
With each new cycle of the Open Acreage under the concession or production-sharing regime, a schedule is published with the dates and deadlines for submitting documents and other relevant information.
