INCRA, the Directorate of Quilombola Territories, and Quilombola Communities The National Institute for Colonization and Agrarian Reform (INCRA) is a Brazilian federal autarchy responsible for managing the rural property registry, administering public lands owned by the Union, and implementing agrarian reform throughout the country. Its primary mission is to promote agrarian reform, ensure that rural property fulfills its social function, and guarantee legal security in rural areas. In addition to its headquarters in Brasília, INCRA has 28 Regional Superintendencies distributed across the country, which ensures the institution’s central coordination and presence across the national territory. |

Within INCRA, the Directorate of Quilombola Territories is responsible, on a national scale, for: I - Coordinating the implementation of activities related to the identification, recognition, delimitation, demarcation, and land titling of territories recognized as occupied by the descendants of quilombo communities; II - Coordinating environmental licensing activities on lands occupied by quilombola communities, in cooperation with the competent environmental authority; III - Submitting proposals for the expropriation or acquisition of private lands located within quilombola territories; IV - Advocating for the interests of quilombola communities in matters concerning the land titling of their territories; V - Promoting coordination with government bodies involved in the regularization of quilombola territories; VI - Proposing compensation resulting from actions to evict occupants from quilombola lands; VII - Coordinating and supervising the Regional Superintendencies in carrying out activities within the Directorate’s area of responsibility; VIII - Monitoring, overseeing, and evaluating the application of budgetary resources allocated within the Directorate’s area of responsibility; IX - Proposing regulatory acts, manuals, and technical procedures related to activities within the Directorate’s area of responsibility; and X - Promoting, in coordination with and with support from the Directorates for Land Acquisition and Sustainable Development, the inclusion of quilombola families and facilitating their access to the policies of the National Agrarian Reform Program (PNRA)*. |
