Foreigners Under 16 Years Travelling within Brazilian Territory
An authorization for travel within Brazilian territory is only required for minors under 16 years of age unaccompanied by at least one parent or relatives up to the 3rd degree (siblings of legal age, uncles and grandparents).
The document is mandatory for those who travel alone or are in the company of people who are not their relatives up to the 3rd degree.
This document is requested by airline and viary (bus) companies to allow for trips inside Brazilian territory.
Important: The authorization is mandatory for Brazilians and for foreign citizens alike.
The authorization to travel within Brazilian territory is not needed:
- If your child is over 16 years old; or
- If your child is traveling within Brazil with one of the parents or with one of the grandparents, an uncle or brother (sister) over 18 years old.
Adolescents over 16 years of age do not need authorization to travel within the national territory, simply carrying an identification document, in compliance with ANTT Resolution, for land travel, and ANAC, for air travel.
Important note: Travel authorizations to leave Brazil are not necessary for foreign citizens (as long as they do not also have the Brazilian dual nationality).
The authorization to leave Brazil is mandatory for Brazilian nationals (even those with dual Finnish nationality) up to 18 years old.

How to authorize travels within Brazilian territory:
a) Minors under 16 years old of foreign nationality (solely foreign, without the Brazilian nationality):
Fill out the Parental Consent Form for Traveling to Brazil and whitin Brazilian Territory in favor of a minor (click here to download the document - PDF)
a) This document must be signed by the minor's father and mother, or legal guardian, in person in front of the Finnish Notary (DVV/Maistraatti), have the signature(s) notarized (own hand in-person signature) and receive the Hague Apostille (“Apostille”) also in Maistraatti. (Check example of the accepted DVV notarization here).
After the apostille, the document is valid on the entire Brazilian territory.
The document must be brough to Brazil and stay in the possession of the minor, as it will be requested by airline or viary (bus) companies for trips within Brazilian territory.
