PUBLIC NOTICE
MARKET RESEARCH
OFFICIAL RESIDENCE OF THE AMBASSADOR OF BRAZIL
The Embassy of the Federative Republic of Brazil in Baku hereby informs that it is conducting market research with a view to identifying high-standard residential properties that may potentially serve as the Official Residence of the Ambassador of Brazil.
Real estate companies, licensed/certified brokers, and owners wishing to submit proposals under the conditions set forth herein, and willing to accept the contractual provisions listed below, are invited to do so no later than 19 February 2026, by email to: administ.baku@itamaraty.gov.br.
Employees of the Ministry of Foreign Affairs of Brazil, locally hired staff of the Embassy of Brazil in Baku, and their spouses/partners or relatives may not participate in this market research.
1. Core requirements (minimum parameters)
a) Lease period: three (3) years.
b) Property suitable for a diplomatic residence of representation.
c) Indoor area: approximately 500 m² to 680 m² (indoor/usable space).
d) Standard and representation: the property must be of high standard, appropriate for official functions, and allow to de identified as na official residence, including the possibility of installing national symbols (flag and coat of arms) to be clearly visible from the street.
e) Location: preferably in a prestigious residential area, with good vehicular access to the Chancery (Nasimi district, Uzeyir Hajibayov str. 62, Marine Plaza, 12th floor) and to other diplomatic residences/embassies, and with convenient access for service providers, including by public transportation, and official guests.
f) Security and privacy: preferably within a compound/managed condominium or otherwise with demonstrable capacity to ensure privacy and security to the ambassador, family members, guests and visitors, ideally with 24/7 physical and electronic security (access control, CCTV, guards or equivalent).
g) Access and parking: secure and adequate access for official visits and events, including parking for official vehicles and guests, and safe pick-up/drop-off conditions.
h) Social/representational areas: premises suitable for official entertaining, including (at minimum) an entrance lobby/vestibule, reception area(s), a main dining room capable of accommodating official luncheons/dinners (including a main table for at least 12 guests), a large kitchen area equipped to prepare food for diplomatic receptions, an adequate pantry, a family/private dining space (“copa”), at least one guest restroom, and service circulation areas compatible with receptions.
i) Bedrooms: at least four (4) bedrooms, preferably en-suite, including a master suite; preferably with walk-in closet(s) and a home office/study.
j) Staff support area: resting area for staff, preferably with dining facilities and an en-suite bathroom, ideally with an independent service access to the outside.
k) Laundry: fully equipped laundry area (washing/drying machine), with adequate space for air drying and pressing of clothes, and basic facilities, such as a washing tank.
l) Heating/ventilation/air-conditioning: heating and air-conditioning in all indoor spaces, preferably with adequate insulation.
m) Garage: covered garage for at least two (2) official vehicles.
2. Required information and documents to be submitted
Proposals must include, at minimum:
a) Full address/location (district), brief description of surrounding area, and available access routes;
b) Floor plans indicating indoor area (m²) and distribution of rooms;
c) Photographs (interior/exterior) and a short description of finishes/condition;
d) Monthly rent in Azerbaijani manats (AZN), including VAT (or other taxation) and any condominium/maintenance/security services included in the rent;
e) Amount and terms of any security deposit, if applicable;
f) List of services included (e.g., security, maintenance, garden/pool, HVAC servicing, generator servicing, etc.) and those excluded;
g) Confirmation of availability date and any required adaptations;
h) Proof of ownership (or authorization of the legal representative to lease the property) and identification of the signatory.
3. Mandatory contractual provisions (must be accepted)
Only proposals whose landlords expressly agree that the following provisions will be included in the lease agreement will be considered:
i) Diplomatic clause allowing termination without penalty (contractual fine) to the tenant in the event of severance or suspension of diplomatic relations between Azerbaijan and Brazil;
ii) A termination clause which exempts the lessee from any contractual fine in the event the Brazilian Government decides to close down the Embassy of Brazil in Azerbaijan;
iii) Early termination clause at the tenant’s convenience, at any time, subject to three (3) months’ prior notice, without contractual fine;
iv) The provision for the immediate termination of the contract, with the reimbursement of any security deposit and the amount of unused rent paid, in the event of structural failures in the construction that compromise the security of the property or its regular use by the lessee, or if irreversible and integral damage to the property occurs, including when caused by force majeure and unforeseeable circumstances. In the event of partial damage to the property, which temporarily prevents its regular use by the lessee, the lease and rental payments must be suspended until the completion of the property recovery works, under the responsibility of the lessor, and its reoccupation. The contract may provide for an insurance policy, paid by the lessor, that covers the total or partial destruction of the property by force majeure or unforeseeable circumstances, with the immediate termination of the contract or its suspension by the lessee, without any charges to the latter and with full reimbursement of the security deposit and the amount of unused rent paid;
v) Provision for the immediate termination of the contract, at no cost to the lessee, in the event of any failures or damages occurring in the rented property, preventing or impairing its occupation by the lessee;
vi) The full reimbursement of any security deposit - or its use to pay off unexpired rental periods - at the end of the occupation, if there is no damage to the property or its furniture, with the exception of those caused by natural wear and tear;
vii) A fixed term for the lease, with the possibility of negotiating an Additive Term with a fixed lease period at the end of the contract. Automatic renewal clause of the lease contract is prohibited.
4. Preferences (non-mandatory, but advantageous)
4.1 Preference will be given to properties whose lessor is responsible for the total costs of any necessary adaptations.
4.2 Preference will be given to properties whose lessor is responsible for maintenance of gardens and common areas, pools, HVAC systems, generators, water filters, water tanks (or artesian wells), where applicable.
5. Additional conditions
5.1 The property must comply with applicable local legislation and meet all safety and habitability requirements.
5.2 The present market research must not incur any cost to the Embassy for submitting proposals or arranging initial visits.
6. Financial terms (general)
6.1 Rental payments shall be made by bank transfer, in AZN, to the bank account designated by the lessor.
6.2 The lease agreement will be signed between the owner (or its duly authorized legal representative) and the Federative Republic of Brazil, represented by the Ambassador of Brazil in Azerbaijan.
