Título Net Exterior - step by step
If you are having trouble filling in the application forms for voter registration and other electoral services, please follow the step-by-step instructions below.
First, click here to watch a video on how to fill in the Título Net for Brazilian residents. Remember however that, if you are not residing in Brazil, you must fill in the Título Net Exterior, which contains some minor differences from the Título Net Brasil shown in the video.

To access the Título Net Exterior, click here. You should see a page similar to this one:

Read the warnings and alerts contained on this page and click on the ‘PRÓXIMO’ (next) button at the bottom of the page. You will then see a screen similar to the one shown in the following section.

Fill in your personal data correctly, without abbreviations and according to your Brazilian birth certificate. Incorrect entries may prevent your request from being processed. If you have more than one nationality, use the data contained in your Brazilian documents, not those from your non-Brazilian documents, even if you do not speak Portuguese and/or do not consider that your main nationality is Brazilian.
In the ‘Título de Eleitor’ dropbox, select ‘NÃO TENHO’ (I don’t have) if you are applying for a voter’s card for the first time. If you already have a voter’s card, but your document or electoral registration data are incorrect or out of date, select the option ‘TENHO, MAS OS DADOS NÃO CONFEREM’ (I have, but the data does not match). For other cases, choose, among the remaining options, the one that corresponds to your situation.

After correctly filling in all fields on this page, click on the ‘captcha - I'm not a robot’ and, once the verification is complete, click on the ‘PRÓXIMO’ (next) button at the bottom of the page. You will then see a page similar to this one:

As in the previous screen, continue filling in the form with information regarding your Brazilian identification documents. At the bottom of this page, you will see the "DOCUMENTOS" (documents) box, which you will use to upload a "selfie" and copies of your documents. For more information, read the following section.
SENDING YOUR ‘SELFIE’ AND THE COPIES OF YOUR DOCUMENTS
Warning! A great number of applications is declined because of problems when uploading the ‘selfie’ and copies of documents. To avoid problems, read carefully the following instructions.
Using the ‘+Selecionar arquivo’ (choose file) buttons, upload the requested files. It is important that the uploaded images are legible, that they are saved in compatible extensions (png, jpg or pdf), and that they do not exceed the file size limit (5 MB). If you do not manage to complete the upload, make sure that your files meet those specifications.
Read below some warnings about each of the files you must upload:

FOTO SEGURANDO UM DOCUMENTO (photo holding a document): with your mobile or camera, take a high-definition "selfie" holding, next to your face, your Brazilian passport open on its identification page (the page that contains your photo) or your ID open next to the face. If your ID has been laminated, i.e., you cannot open the document completely, take 2 "selfies", one on each side, and then use an image editor to merge the two into a single file.

Before uploading the file, make sure the image is clear and that it is possible to read the data contained in the document you are holding. If the document is not legible, try again and, if necessary, use a better quality camera and/or take the "selfie" in a location with better lighting.

Don't take your "selfie" by holding your birth certificate, marriage certificate, or any very old ID whose photo no longer matches your current features. Also, do not take your "selfie" by holding non-Brazilian documents (e.g. Emirates ID or your passport from your main nationality).

In the "selfie", your face cannot be covered. Therefore, remove your mask and, if necessary, secure your hair before taking the picture.

DOCUMENTO DE IDENTIDADE – FRENTE (identification document – front): in this item, you must send the image of the front of your Brazilian ID, or the identification page of your Brazilian passport (the one with your full name and photo).

Before uploading the file, make sure the image is legible, i.e., that you are able to all its information. If the image is not readable, try again. If possible, use a computer with a scanner to scan the image of your document. If you only have a mobile phone, try using a document scanning application such as Adobe Scan and Microsoft Lens.

It is possible to send the copy of your ID/passport even if it has already expired, as long as, as explained in the previous item, the photo of the document still matches your current features.

DOCUMENTO DE IDENTIDADE – VERSO (identification document – back): in this item, you must send the image of the back of your Brazilian ID. In the case of Brazilian passports, send page 4 of your document.

CERTIDÃO DE NASCIMENTO (birth certificate): in this item, you must send the image of your Brazilian birth certificate. If your certificate contains annotations on its back, scan them as well.

CERTIDÃO DE CASAMENTO (marriage certificate): in this item, you must send the image of your Brazilian marriage certificate, if you are married, separated, divorced or widowed. If your certificate contains annotations on the back, scan them as well.

COMPROVANTE DE RESIDÊNCIA (proof of address): in this item, you must send the image of your proof of address, such as water/electricity/telephone bills.

DOCUMENTO MILITAR (military document): in this item, if you are male between 18 and 45 years old (in case of people whose birthdays are in the second semester, also 17 years old), you must send the image of your military document (certificado de alistamento militar, certificado de reservista or certificado de dispensa de incorporação, among others).
After correctly filling out all the fields and uploading all the necessary documents, click on the "PRÓXIMO" (next) button at the bottom of the page. You will then see a page similar to this one:

Fill in the form with your home address information, informing how long you are living at that address. Then click on the "PRÓXIMO" (next) button at the bottom of the page. You will then see a screen similar to this one:

Check all the information that appears on the screen. If there is no mistake, click on the "CONFIRMAR" (confirm) button at the bottom of the page. If there is, however, any wrong information, click on the "ANTERIOR" (back) button to browse the previous forms and make the necessary correction.
REQUESTING A WAIVER OF ELECTORAL FINES
If you have failed to comply with your electoral obligations during these past few years, you will likely have to pay electoral fines. If that's your case, you'll see a screen similar to this one:

To issue a Guia de Recolhimento da União (fine payment slip - GRU), required to pay the fine, click on the printer icon on the right side of the fine amount. After making the payment, upload the receipt by clicking on the "+Selecionar arquivo" (select file) button on the right side of the item "COMPROVANTE DE PAGAMENTO" (proof of payment).
If you are living abroad and are unable to pay the fine, click on the "SOLICITAR REQUERIMENTO DE DISPENSA DE MULTA" (request a fine waiver) button at the bottom of the page. A pdf file similar to this will be issued:

Print the document, date it and sign it. Then, scan it and upload the file using the "+Selecionar arquivo" (select file) button next to the item "REQUERIMENTO DE DISPENSA DE MULTAS" (fine waiver request).

Finally, click on the "PRÓXIMO" (next) button at the bottom of the page. You will see a screen similar to this one:

Click on the "IMPRIMIR" (print) button at the bottom of the page to obtain a receipt of your application. Finally, click on the "FINALIZAR" (finish) button to complete your request.
TRACKING YOUR REQUEST
Please do not contact the Embassy to ask for updates concerning your request. Your electronic form is processed not by the Embassy of Brazil in Abu Dhabi, but by the Justiça Eleitoral (Brazilian electoral authority) in Brasília.
For updates concerning your request, click here. According to the Justiça Eleitoral, an application can take up to 90 (ninety) days to be processed. Once your request is approved, click here to verify (or confirm) your voter’s registration number. Finally, using this number, install the E-TÍTULO app on your mobile in order to vote or to prove that you have successfully registered as a voter.
