VITEM VIII - Volunteer Work
According to the Normative Resolution No. 15/2017 of the National Immigration Council (CNIg), a VITEM VIII may be issued to people who plan on going to Brazil for volunteer work, for a period exceeding 90 days. The volunteer work may be done for NGOs or for organizations related to foreign governments.
⚠️ For volunteer work for periods of up to 90 days, a Visitor Visa may be issued.
⚠️ Prior authorization from The Ministry of Foreign Affairs’ Headquarters (which is internally processed by SERE/DIM) is required.
General requirements:
| 1 | Original Passport; |
| 2 | One recent photo; |
| 3 | Online application form (RER – Recibo de Entrega de Requerimento), printed out and signed by the applicant; ⚠️ For on-line application, access the following: https://formulario-mre.serpro.gov.br/. |
| 4 | Police clearance issued within the last 3 months, only if you are 18 years old or older; |
| 5 | Proof of professional experience or qualification compatible with the activities to be pursued in Brazil, except when the intended position does not require specialized knowledge; |
| 6 | * Copy of Birth Certificate, coupled with a translation thereof into English, signed by the translator (applicant may not be the translator); |
| 7 | * Copy of the Japan residence card (Zairyu Card); ⚠️ For non-Japanese nationals only. |
| 8 | Visa fee. |
REMARKS:
* The original document must be submitted together with a copy. The original document shall be returned to the applicant.
From legal entity in Brazil:
| 9 | Letter signed by the legal entity’s representatives, inviting the applicant to act as a volunteer in Brazil; |
| 10 | Notarized copies of articles of incorporation, articles of organization or by-laws from relevant legal entity, duly registered before the Commercial Board of Trade or a Notary Public, as applicable (Atos Constitutivos, Contrato Social ou Estatuto Social); |
| 11 | Notarized copies of minutes of the meeting for the election or appointment of current board of directors, officers or representatives (Ata de Reunião ou de Assembleia Geral); |

Proof of enrollment with the Social Welfare Council (Conselho de Assistência Social) or, when applicable, certificate of NGO of public interest, issued by The Ministry of Justice (Organização de Sociedade Civil de Interesse Público – OSCIP); ⚠️ Legal entities related to foreign governments are exempted of said requirement. |
| 13 | Document evidencing the activities to be performed, as well as the location thereof; |
| 14 | Statement according to which the institution in Brazil accepts full responsibility for: (i) the maintenance of the applicant during her/his stay in Brazil; (ii) the return to her/his country of origin; and (iii) any and all medical expenses related to the applicant; |
| 15 | Proof that the legal entity is duly organized and validly existing (e.g., proof of enrollment before the corporate tax register – CNPJ). |

Signature of both parents (both father and mother or guardian) is required in the signature field of the application form. ⚠️ This form replaces the one under number “03”, above. |
