VITEM I - Research, Teaching or Academic Extension
According to the Normative Resolutions Nos. 20/2017, 24/2018 and 27/2018 of the National Immigration Council (CNIg), a VITEM I may be issued in cases of academic research, study or teaching activities for scientists, professors or researchers, who intend to stay in Brazil for more than 90 days.
⚠️ For stays of up to 90 days, you may apply for a Visitor Visa (VIVIS).
⚠️ Depending on the activities to be pursued in Brazil, the issuance of a visa may be contingent upon prior authorization to be granted by The Ministry of Science and Technology.
⚠️ If applicant shall work for or otherwise maintain a formal employment relationship with a Brazilian entity or organization, before applying for a VITEM I, said Brazilian entity or organization must file for a petition for temporary residency with The Ministry of Justice of Brazil. The visa will be issued after the temporary residency has been granted by The Ministry of Justice.
General requirements

REMARKS:
* The original document must be submitted together with a copy. The original document shall be returned to the applicant
If the applicant is a beneficiary of a grant/fellowship/scholarship awarded by CNPq, CAPES, FINEP or any another Brazilian public or privately-owned University or research institution:
| 8 | Affidavit from the institution providing for the funding, evidencing the conditions of such funding, as well as the activities to be carried out and the intended term of stay; |
| 9 | Term of Commitment signed by the applicant |
If the applicant acts under and in accordance with an international agreement, recognized as such by The Ministry of Foreign Affairs of Brazil:
| 10 | Copy of the International Agreement, Memorandum of Understanding (MOU) or other document, under which trips to Brazil by foreign scientists and/or scholars are expressly foreseen; |
| 11 | Proof of the applicant’s qualifications or professional experience, which must be compatible with the activities carried out in Brazil; |
| 12 | Letter of invitation, making reference to relevant international agreement, as well as to the living conditions, activities to be carried out and intended term of stay. The letter should include a statement according to which the applicant shall not receive salary from a Brazilian person or entity. |
If the applicant acts under and in accordance with joint initiatives or agreements entered into by and between a foreign entity and, among others, Brazilian companies, scientific institutions (Instituição Científica, Tecnológica e de Inovação – ICT) or public or privately-owned universities or research institutes:
| 13 | Copy of relevant Ordinance issued by The Ministry of Science and Technology, as published in the official gazette (Portaria do MCTIC publicada no Diário Oficial da União); |
| 14 | Term of Commitment signed by the applicant |
Ordinance issued by The Ministry of Science and Technology (Portaria do Ministério da Ciência, Tecnologia e Inovação)
No Ordinance issued by The Ministry of Science and Technology is required in the following cases:
| 1 | scientists or researchers acting under and in accordance with international agreements, recognized as such by The Ministry of Foreign Affairs; |
| 2 | scientists or researchers who are beneficiaries of a grant, fellowship or scholarship awarded by CNPq, CAPES, FINEP or any other Brazilian public Universities or research institutions; |
| 3 | professors, when financially supported by an entity from her/his country of origin, acting under and in accordance with agreements entered into by and between the foreign and the Brazilian entities; or |
| 4 | scientists, researchers or professionals involved in activities not encompassed by Decree No. 98,830/1990. |
Term of Commitment to be signed by the applicant:
Declaro, sob as penas do Código Penal brasileiro, para fins de realização de pesquisas no Brasil, cumprir as normas do País que regulam a participação de estrangeiros em tais atividades, nos termos do Decreto nº 98.830, de 15 de janeiro de 1990, e da Portaria nº 55, de 14 de março de 1990, do Ministro de Estado da Ciência e Tecnologia, e, especialmente, a legislação brasileira sobre coleta e acesso a componente do patrimônio genético e/ou a conhecimento tradicional a ele associado, me responsabilizando, ainda, a proceder à repartição de benefícios com os titulares desse patrimônio e/ou do conhecimento tradicional, conforme estabelecido na Lei nº 13.123, de 20 de maio de 2015, e no Decreto nº 8.772, de 11 de maio de 2016, bem como as posteriores alterações de todas essas normas, das quais tenho pleno conhecimento.
Autorizo a instituição brasileira envolvida a efetuar tradução, publicação e divulgação no Brasil dos trabalhos produzidos, conforme disposto na legislação brasileira vigente.
Declaro que o material científico recebido será armazenado em condições adequadas, conforme disposto na legislação brasileira vigente.
Declaro, ainda, que qualquer material coletado e identificado posteriormente como "tipo" será restituído ao Brasil.
Assumo o compromisso de informar à instituição brasileira coparticipante e corresponsável, periodicamente ou quando solicitado, sobre o desenvolvimento dos trabalhos no exterior com o material coletado, fornecendo inclusive os resultados científicos na sua forma parcial ou final, de conformidade com as disposições previstas nas normas citadas acima.
