Requests for Clarification and Responses by the Special Bidding Committee
On 29 August 2025, IVS Global submitted requests for clarification regarding the interpretation of the Notice of Bidding and its Annexes. The requests were submitted in a timely manner and will be addressed in turn below.
Query 1: “I am writing to follow up on my previous email seeking clarification on certain aspects of the legal qualification requirements under point 7.1.1 of the Notice of Bidding. We have not yet received a response, and would be most grateful if you could kindly advise at your earliest convenience. To reiterate, we request your guidance on whether submission of an operating license is mandatory for the bidder itself in order to qualify, or whether it is acceptable to participate based on the operating license of a local partner, or if the license may be obtained by the bidder prior to the commencement of the contract.”
Response. The Special Bidding Committee answered this query on 27/8/2025, as per the clarifications published on the official website of the Embassy of Brazil on that date: <https://www.gov.br/mre/pt-br/embaixada-pequim/information-to-bidders-committees-response-to-new-request-for-clarification>.
Query 2. “Visa Experience Requirements: Is it sufficient for the bidder to demonstrate conventional paper visa processing experience through physical visa application centers, or is it mandatory to also have prior experience in operating an electronic visa (e‑visa) platform in order to qualify?”
Response. The Special Bidding Committee refers to its decision on VF’s challenge, as published on the Embassy of Brazil’s website on September 2nd, 2025, and to item 7.3 of the Notice of Bidding, as republished on the Embassy of Brazil’s website on the same date, which both address this question in detail.
Query 3. “Mobile Application Experience: Is prior experience in developing or operating a mobile application for visa services a mandatory requirement for eligibility?”
Response. Yes. Item 7.3.1.3 of the Bidding Notice clearly states: “That the bidder developed and operated an electronic visa application website for the government of a national State, as well as a mobile application and call center that answered questions regarding visa applications.” (emphasis added). Accordingly, bidders must provide letters of reference from government agencies on past performance in relation to developing and operating a mobile application for visa services.
