CPF for foreigners
General Information
Foreign citizens of any age who own or wish to own assets and rights in Brazil subject to public registration, including real estate, vehicles, vessels, aircraft, corporate shares, bank accounts, or investments in the financial market, must register for the Individual Taxpayer Registry (CPF).
The CPF number is assigned only once (unique and definitive), with no possibility of a second registration. The CPF number will be generated at the time of issuance and will appear on the receipt delivered to the applicant. The number must be kept in a safe place/memorized, as the "CPF card" is no longer issued.
Those who have forgotten their CPF number must request it in Brazil, at a Federal Revenue unit, since due to tax confidentiality, this issue cannot be resolved at the Embassy of Brazil in Lusaka. If necessary, the request may be made by a representative of the applicant in Brazil, through a power of attorney. Foreigners must draft the power of attorney before a local notary public, have it apostilled, and then translated into Portuguese by a sworn public translator.
According to Joint Ordinance COCAD/COGEA No. 53/2023, complemented by Joint Ordinance COCAD/COGEA No. 55/2023, foreigners abroad must submit their CPF applications to Brazilian consular offices abroad through in-person service, except for the following cases, which may be sent to the email address cpf.residente.exterior@rfb.gov.br directly by the applicant:
I – applications from foreigners who enjoy diplomatic privileges and immunities; and
II – applications from foreigners regarding changes, regularization, cancellation, reactivation, and inquiries of NI-CPF.
The response regarding the conclusion of the service, accompanied, when applicable, by the relevant documents, will be sent by email to the address provided in the FCPF (Individual Taxpayer Registration Form).
The service is free of charge.
