Legalization of Documents Issued in Qatar
Consular legalization confirms the extrinsic authenticity of a document. In other words, it only verifies the identity and function of the foreign official who signed the document. The intrinsic validity of the document, referring to its content, must be assessed by the competent Brazilian authority.
Consular legalization of documents issued in Qatar may be requested after the document has been legalized by the Ministry of Foreign Affairs of Qatar (MoFA).
ℹ️ IMPORTANT INFORMATION
1) Legalization of documents previously legalized by the MoFA, carried out by this Consular Section, is intended for foreign documents issued in Qatar.
In accordance with current Brazilian consular regulations (Registro Consular Brasileiro – RCB), consular legalization must be carried out at the Brazilian consular office with jurisdiction over the place where the document was issued, and not necessarily where the document was later legalized (NSCJ 4.7.1).
EXAMPLES:
➜ A university diploma issued in Vietnam, even if later legalized by the MoFA in Qatar, must be legalized by the Embassy of Brazil in Hanoi, and not by the Embassy of Brazil in Doha. ❌
➜ A Birth Certificate issued in Pakistan, even if later legalized by the MoFA in Qatar, must be legalized by the Embassy of Brazil in Islamabad, and not by the Embassy of Brazil in Doha. ❌
➜ A criminal record certificate issued in Qatar, and subsequently legalized by the MoFA in Qatar, must be legalized by the Embassy of Brazil in Doha. ✅
⚠️ Important: When the document is issued in a country that is a signatory to the Hague Apostille Convention, the applicant does not need legalization by the MoFA or by the Brazilian consular section. It is sufficient to obtain the apostille in the country of origin.
2) Legalization of a document issued in Qatar will be performed on the original document. Legalization will not be carried out for translations prepared by local translators, whether official or not, of documents whose originals are written in a foreign language. The applicant must first legalize the original document, and then have it translated.
EXAMPLE:
➜ The applicant wishes to legalize and translate their original Birth Certificate, issued in Qatar and written in Arabic, for use in Brazil.
First, they must have the original certificate legalized by the MoFA, and then legalized at the Brazilian Embassy in Doha.
After legalization, the applicant can have the original document translated by a sworn translator in Brazil.
🔹 STEPS FOR LEGALIZING AN ORIGINAL DOCUMENT ISSUED IN QATAR
➜ Carefully read the information on this page to verify whether your request can be accepted. If you have questions, please email: consular.doha@itamaraty.gov.br
➜ Legalize the original document with the Ministry of Foreign Affairs of Qatar (MoFA); and
➜ After the document has been duly legalized (with seal, signature, and stamp with the name of the consular officer), it can then be legalized by the Consular Section of the Embassy of Brazil in Doha.
📌 HOW TO APPLY
1) Send an email to consular.doha@itamaraty.gov.br with the following:
a) A copy of the document(s) to be legalized: the full document must be scanned, and the MoFA legalization seal, signature and stamp must be clearly visible;
b) Identification document of the person who will attend the appointment, which can be a copy of: passport, Brazilian RG, or QID; and
c) Proof of payment made via bank transfer/deposit to the consular account.
📬 An appointment for document drop-off will be scheduled by email. At the time of the appointment, the original document(s) must be presented.
Note: For documents without space for the consular legalization seal, a separate sealed and attached sheet will be affixed (NSCJ 4.7.20).
