▷ ELECTORAL CLEARANCE CERTIFICATE
The Electoral Clearance Certificate can be issued on the following website: https://www.tse.jus.br/servicos-eleitorais/autoatendimento-eleitoral#/certidoes-eleitor
The document generated will indicate whether the person is in order with the electoral justice system. If the electoral card is canceled, there will be a note at the end of the document. The TSE does not send a notice informing of the cancellation.
▷ PENDING ELECTORAL ISSUES
Brazilian citizens over 18 must be up to date with the Electoral Justice System (TSE). For example: voters who need to prove their electoral status to renew their passport, but who have outstanding issues with the Electoral Court, should check their outstanding issues and how to resolve them.
a) Electoral debts:
Fines of voters who are not up to date with the Electoral Justice should be paid through the TSE website: https://www.tse.jus.br/servicos-eleitorais/titulo-eleitoral/quitacao-de-multas.
Payment can be made by bill of exchange, PIX or credit card. Once the fines have been paid and processed, a new electoral discharge certificate must be obtained from the TSE website.
b) Regularization of cancelled electoral cards:
An Electoral registration can be canceled for various reasons; among them: death, failure to vote in three consecutive elections without providing a justification, and failure to attend the voter review in the municipality where one votes. The TSE does not send out any notices informing people of the cancellation. c) Updating or correcting registration data:
Voters wishing to change their registration data should initiate a request via the following page: https://www.tse.jus.br/servicos-eleitorais/autoatendimento-eleitoral#/atendimento-eleitor
Brazilian citizens living in Qatar can apply to transfer their electoral zone to Doha through the link above. A suggestion for proof of residence is a copy of the front and back of the Qatar Residence Permit (QID).
Citizens who do not have DOHA - ZZ as an Electoral Zone will not be able to vote in the Catar during the presidential elections.
d) Biometrics collection:
There is currently no biometric identification of voters abroad. If a voter abroad has their title canceled due to a failure to collect biometrics, one solution would be to transfer the Electoral Zone to their current address. Otherwise, the voter will have to attend the procedure in their municipality in Brazil.

▷ ELECTORAL CLOSURE PERIOD
Election closures take place in the run-up to and during the elections. The exact dates are announced during the election year. During this period, voter registration, transfer and revision operations cannot be requested. In other words, citizens with pending electoral issues or citizens who will turn 18 in an election year must regularize their electoral affairs in advance.
During the electoral closure, the TSE will make available circumstantial certificates attesting to the applicant's electoral status (including for those who do not have an electoral register). Applicants with outstanding electoral issues must access the Superior Electoral Court's self-service to regularize their situation, paying fines as appropriate, to obtain an electoral discharge certificate. In cases where the citizen has had their voter card canceled, it will be possible to request a circumstantial certificate to replace the electoral discharge certificate.
After the electoral closure, citizens can return to regularize their situation and obtain a new electoral title. Only in very exceptional cases, which will be reported on the TSE website, will citizens have to go directly to the electoral office.
Passports issued based on the detailed certificate will be valid for only six months after the electoral register reopens. Citizens must regularize their electoral situation as soon as possible in order to apply for a new travel document with normal validity.
