Statement by the Permanent Representative of Brazil to the United Nations, Ambassador Sérgio França Danese, at the Peacebuilding Commission 20th session of the Organizational Committee - January 29th, 2026
Mr. Chair,
Excellencies, colleagues,
Brazil enthusiastically congratulates Morocco on its election as Chair of the PBC for the coming year and extends greetings to the other newly elected Vice-Chairs: Germany, Bangladesh, and Croatia. We are grateful for the opportunity to continue serving as vice-chair of the PBC.
Ambassador Omar Hilale has a vast experience and a clear commitment to UN values and to the PBC. He and his team will provide a great chairship of our Commission in times when its role acquires a new dimension, a new relevance in the face of new challenges.
I also warmly thank Germany for steering the PBC during 2025. Ambassadors Leendertse and Beutin have made an exceptional job in leading this wonderful political instrument throughout a landmark PBAR year.

One year ago, as Brazil handed out the Chair of the PBC, we expressed the clear expectation that Member States would seize the 2025 Peacebuilding Architecture Review as an opportunity not to be missed. We stressed the need to strengthen synergies across the peacebuilding architecture and insisted on ensuring adequate institutional support for the PBC.
We also highlighted the importance of reinforcing the Commission’s standing within the United Nations. This includes the ultimate symbolic aspiration that, one day, the Trusteeship Council Chamber could be home to a Peacebuilding Council. As President Mandela once said, “It always seems impossible until it's done”...
The 2025 PBAR, consensually approved by both the Security Council and the General Assembly, establishes that the PBC should be regularly provided with appropriate venues and conference services, including priority access to rooms with full UN membership capacity for its ambassadorial-level meetings. This is an acknowledgment of the relevance of the Commission’s work and of the centrality that all Member States attribute to peacebuilding.
Brazil will continue to support a Commission firmly anchored in national ownership, attentive to its convening power, and faithful to its bridging role across the three pillars of the UN. But its effectiveness depends on a more systematic follow-up, monitoring and assessment of engagements with individual countries and the organization of transversal thematic discussions.
The PBC is a political platform that adds value through open dialogue and sustained accompaniment. The Commission should continue to provide space for countries to build and present their national strategies and priorities, share experiences and lessons learned. It should also mobilize political, technical, and financial support in an inclusive, demand-driven, and impact-oriented manner. The PBC must also strengthen its synergy with the PBF and use that synergy to mobilize IFIs and MDBs in their commitment to peacebuilding and conflict prevention.

As Vice-Chair of the PBC, Brazil is confident that the Commission’s mandate will benefit from outcomes of the 2025 PBAR. And we will also continue to faithfully serve as Chair of the Country-Specific Configuration for Guinea-Bissau, a fellow Portuguese speaking country.
In both capacities, we will be working closely with the Moroccan Chairship and the fellow Vice-Chairs in promoting a dynamic, inclusive, and results-oriented PBC. The coordination between the Chair and the four Vice-Chairs, seen last year, is an essential element for strategic guidance and timely follow-up of the Commission’s work.
The Commission stands at a challenging juncture. The task ahead is not to reinvent its mandate, but to use it more strategically. Brazil remains fully engaged in this collective effort and committed to ensure that the 2025 Review translates into tangible progress in our peacekeeping and conflict prevention efforts, showing that the UN is indeed fit for purpose.
