Statement by the Deputy Permanent Representative of Brazil to the United Nations, Ambassador Norberto Moretti, at the Launch of the Global Dialogue on AI Governance - September 25th, 2025
Madam President,
Excellencies,
Brazil aligns itself with the statement delivered by the G77 and China, and would like to make a few remarks.
We are proud to acknowledge that, despite challenging circumstances, the UN membership approved, by consensus, concrete steps to advance global cooperation on artificial intelligence. This is a crucial achievement for multilateralism and for ensuring that technology serves our common cause of sustainable development.
We are grateful for the tireless work of the co-facilitators from Costa Rica and Spain, as well as the Iraqi presidency and the Kenyan coordination of G77 and China, which ensured that the Global South had their voices heard.
Brazil has been active in international discussions towards a truly global, inclusive and democratic governance of AI. Under the Brazilian presidency, the BRICS Leaders adopted a groundbreaking declaration last July on this very issue.
Crucially, our Leaders defended that the United Nations must be at the core of this endeavor – a belief now made reality through the Global Dialogue.
They also affirmed that any such efforts must be human-centered, that digital sovereignty and the right to development are paramount, and that access to AI should be fair, equitable, enabling and inclusive.
This document is open for endorsement and we invite all Member States to participate in this debate.
Madam President,
Given that technology is a key driver of sustainable development, we need to ensure a defining role for developing countries in a democratic and inclusive global governance of AI.
In the next phase of our collective effort on AI, we must give due consideration to innovative voluntary financing options for capacity-building.
We must promote broad participation of representatives from developing countries from all concerning sectors of society. AI is not isolated from the context in which it is generated and applied.
Ethical principles and regulatory guardrails must ensure that AI promote innovation, welfare, and collaboration, while avoiding dissension or new forms of structural dependency.
The Global Dialogue will be an essential platform of much-needed legitimacy and cooperation. We look forward to its results and continuing improvement, ensuring that AI's adaptability benefits all of us.
