Statement by the Permanent Representative of Brazil to the United Nations, Ambassador Sérgio França Danese, at the UNGA Briefing on the UN80 Initiative - October 15th, 2025
Madam President,
I thank you for convening this meeting and the Secretary-General for presenting his report on Workstream 3 of the UN80 initiative.
Brazil associates itself with the statement by Iraq on behalf of the G77/China.
As my delegation asserted before, reforms should make the UN more efficient but more effective as well.
Also important is that streamlining structures and operations must not mean losing mandates.
Thirdly, recommendations by the Secretariat should be accompanied by a detailed assessment of potential benefits and risks.
Consistently with these parameters, I share the following preliminary views on the report.
On peace and security:
- We support emphasis on prevention, peacebuilding and political solutions.
- We need more clarity on how the proposed centers of excellence would benefit peacebuilding and WPS.
- More clarity is also needed on what is meant by anchoring counterterrorism and disarmament in one peace and security pillar. In any case, that must not blur the conceptual differences in mandates.
On reform of the humanitarian system:
- States should be fully involved. We will appreciate more information on the humanitarian compact proposal.
Regarding the development pillar:
- UNOPS plays a key role in delivering critical services, which must be fully preserved. Its role is distinct from that of programme-oriented UNDP.
- Much caution is also needed regarding a possible merger of UN Women and UNFPA. We must not send the wrong signal amid a pushback against the Beijing and the Cairo Programs of Action.
- On UNAIDS, I will be blunt: Brazil opposes the proposed sunset. UNAIDS has a key role, as the virus continues to pose a threat. It is very efficient, it is already undergoing a meaningful restructuring and it is self funded.
Finally, the human rights group must prioritize coherence and coordination to effectively implement technical cooperation and capacity-building mandates.
That said, you can count on Brazil to help ensure that revised UN structures combine increased efficiency and effectiveness to better serve our societies.
