Statement by the Permanent Representative of Brazil to the United Nations, Ambassador Sérgio França Danese, at the PBC Ambassadorial-level meeting with the 8th Advisory Group of the Secretary-General’s Peacebuilding Fund - November 25th, 2025
Mr. Chair, Excellencies,
Brazil welcomes this renewed opportunity to meet with the Advisory Group of the Peacebuilding Fund. Our exchenge can meaningfully contribute to strengthening the United Nations peacebuilding architecture.
I thank the Advisory Group for its strategic guidance of the Fund, particularly at a time of financial scarcity and growing demand for peacebuilding support. Brazil values PBF’s role in more than 45 countries, delivering agile, risk-tolerant and catalytic support where it is most needed.
Regarding the question of resources for effective impact, the Fund’s catalytic nature is essential. PBF interventions should help creating conditions for larger-scale, mid- and long-term investments by development partners and international financial institutions. The Fund must continue acting as an enabler for national strategies in conflict prevention, peacebuilding, and sustaining peace.
Mechanisms such as the UN–IFI Partnership Facility and the Investing for Peace Initiative are promising tools. Innovative financing and public-private partnerships can complement the PBF's central role.
It is important that these mechanisms be coordinated and mutually reinforcing, maximizing synergies and strengthening partnerships between UN entities, national governments and IFIs in contexts of resource constraints.
On partnerships and innovative mechanisms, Brazil believes that PBF support should leverage triangular and South-South cooperation, which offers relevant and cost-effective expertise. The PBC, given its convening role, can serve as a platform to coordinate such cooperation.
We also encourage engagement with IFIs and private-sector partners, including through models that reduce risk and generate peace-positive economic opportunities. Innovative mechanisms should complement, and not replace, public funding commitments.
To maximize results, regular engagement and strengthened synergy between the PBC and the PBF are indispensable. Countries receiving PBF support should be encouraged to come to the PBC to present progress, challenges, lessons learned, and good practices. Such interaction reinforces national ownership and strengthens the Fund’s political backing within the UN system.
It is also important for the PBF to enhance coherence across its portfolio and ensure systematic consultation with national authorities, enabling effective government leadership. Clear exit strategies and sustainability plans are essential to ensure long-term impact. On the ground, the Fund could reinforce the central role of Resident Coordinators as facilitators of inter-agency coordination.
In its capacity as chair of the Guinea-Bissau configuration, Brazil has witnessed firsthand the value of close coordination between the PBC, PBSO and the PBF. The Fund has supported national priorities such as strengthening rule of law, justice and security institutions, and advancing gender equality and youth participation.

As regards the assessed contributions to the Fund, we have a unique opportunity to expand the PBF's reach and impact. Predictable financing requires strengthened institutional support, transparency and visibility. Systematic reporting and continued exchange between the PBC and the Advisory Group are essential to reinforce confidence and to connect the financial and political dimensions of the peacebuilding architecture.
We welcome the development of the Peacebuilding Impact Hub, which enhance evidence-based decisions, improve monitoring and evaluation, and increase visibility, thereby helping to attract partnerships and investment.
Throughout the 2025 Peacebuilding Architecture Review, Brazil remained fully committed to a pragmatic and results-oriented reform. Strengthening the PBC, the PBSO and the PBF as a true and coherent architecture is essential for advancing peacebuilding and conflict prevention, always responding to national priorities and thus delivering tangible results on the ground.
