Statement by the Deputy Permanent Representative of Brazil to the United Nations, Ambassador Norberto Moretti, at the Intergovernmental Negotiations framework on Security Council Reform - May 29th, 2025
Mr. Chair,
Brazil aligns itself with the statements delivered by Japan, on behalf of the G4, and by Saint Vincent and the Grenadines, on behalf of the L.69. I will add some brief comments in my national capacity.
We welcome the presentation of CARICOM’s model. It rightly proposes the expansion of members in both permanent and non-permanent categories, an essential measure to address the Council’s structural imbalances and therefore guarantee its meaningful reform.
Further, my delegation underlines the common goal of 2 CARICOM and the G4 to review the working methods of the Council and its relation to the General Assembly. Increasing transparency and inclusiveness, through, inter alia, regular consultations and reporting, are key targets to strengthen the Security Council’s legitimacy and enhance its efficiency and effectiveness.
Mr. Chair,
The urgency of the Security Council’s reform cannot be overstated. We must avoid delaying it further. We have an important repository of ideas and proposals to work on. As we continue our models-based discussions, Brazil looks forward to achieving a consolidated model that reflects the proposals of Member States and allows us to text-based negotiations with a view to overcoming differences.
