Statement by the Permanent Representative of Brazil to the United Nations, Ambassador Sérgio França Danese, at the Peacebuilding Commission (PBC) Ambassadors Level Meeting on the UN Peacebuilding Fund (PBF) - March 12th, 2025
Madam Chair,
Thank you for organizing this timely meeting. I also thank the briefers for their valuable contributions to this debate. Their presentations provided different angles that must be considered in the discussion of financing for peacebuilding, particularly the modalities of the Peacebuilding Fund and in light of the use of assessed contributions from now on.
Brazil believes that it is very important to hear directly from Member States that work with the PBF.
and to bring UN Resident Coordinators’ experiences with PBF projects to the attention of the PBC. These interactions should become regular practice, in line with our intent to increase the synergies within the peacebuilding architecture.
As we begin to implement resolution 78/257, with 50 million dollars of assessed contributions being earmarked to the PBF, it is even more crucial that the Fund’s work is clearly visible and accessible to all.
It is especially important that countries that benefit from PBF projects bring their experiences and lessons learned to the PBC and that they share those with potentially new PBC and PBF partners.
They should also be encouraged to come to the PBC, for political accompaniment and, if it is the case, to seek the additional cooperation of PBC members to address their specific peacebuilding and conflict prevention challenges and needs. PBF
projects and PBC accompaniment should be complementary, not only as financial resources are concerned.
The use of the PBC as a platform to showcase PBF projects and to request for cooperation is a simple, but powerful idea. It is also in line with Action 44 of the Pact for the Future, which calls for a strategic approach and greater coherence and impact to peacebuilding and sustaining peace efforts. The joint work of the PBC and the PBF amplify the discussion on financing for peacebuilding and potentially broaden the financial sources in this regard.
This perspective is all the more relevant in light of the limited funding availability in the international system. As a catalytic pooled fund, the PBF can leverage other possibilities for peacebuilding financing. Successful PBF projects can provide good examples to other areas and countries, and foster
discussions around further cooperation with international and regional financial institutions and organizations and bring about innovative financing possibilities.
On that topic, my delegation would be interested in hearing more from PBF representatives, RCs and other UN agencies, on how countries can capitalize from successful PBF projects and attract other sources of financing and technical cooperation, both bilaterally and multilaterally.
