Statement by the Permanent Representative of Brazil to the United Nations, Ambassador Sérgio França Danese, at the meeting of the Group of Friends on the Safety and Security of UN Peacekeepers

Madam President,
This war has already claimed countless lives and inflicted widespread destruction. Only a negotiated political solution can bring this conflict to an end.
Brazil has been among the first to call for a complete and lasting cease-fire and to emphasize the urgency of de-escalating hostilities. We continue to stress that all States must respect the UN Charter. We have also consistently supported the imperative of a peaceful settlement of this conflict through dialogue and diplomacy. Humanitarian initiatives already under way should be increased and the parties should abide by the full and unconditional respect for International Humanitarian Law, sparing civilian populations and civilian infrastructure.
In the present moment – marked by renewed engagement and efforts to reopen channels of communication, which we applaud –, we must translate longstanding principles into tangible action. What is required now is a deliberate shift towards dialogue, bridge-building, and political courage in accordance with the principle of the peaceful settlement of disputes.
The repercussions of this conflict extend well beyond the region, carrying implications for global peace, security, and economic stability. The perspectives of developing countries are therefore both legitimate and necessary in addressing a crisis of this magnitude.
Brazil, together with its partners in the Group of Friends for Peace, has sought to explore constructive pathways towards a negotiated settlement, encouraging both sides to engage in meaningful dialogue, address the underlying drivers of the conflict, respect and implement International Humanitarian Law and advance credible security assurances for all parties, which remain essential elements of any viable solution.
An immediate cease-fire and committed efforts to foster direct negotiations between the parties are in line with the UN Charter and International Law and must be supported by the international community. A durable outcome will depend on the willingness of the parties to identify mutually acceptable compromises.
Brazil welcomes all efforts that have been made in order to stop this war and find a durable solution for the conflict. We will continue to advocate for a negotiated and lasting solution to the conflict in Ukraine that can restore regional stability and mitigate broader risks to international security.
