Statement by the Deputy Permanent Representative to the United Nations, Ambassador Norberto Moretti, at the Briefing on the UN80 Initiative

Thank you, Madam President, and many thanks to USG Guy Rider and the distinguished briefers for their insightful remarks. I will make very brief comments on the New Humanitarian Compact.
We are all painfully aware of the scale of humanitarian needs our world faces. In light of shrinking resources and unprecedented needs, the Humanitarian Compact moves in the right direction by simplifying procedures, clarifying roles across UN agencies, harnessing synergies, and supporting focused and context-driven responses. We welcome the internal measures that are considered and implemented by the system.
At the same time, as we all know, efficiency is a means, not an end. Reform must be fundamentally about impact. This can only be achieved by upholding and defending the humanitarian principles of neutrality, impartiality and independence. Also by putting needs on the ground as the primary guide of our collective efforts. In other words, efficiency must be strictly tied with effectiveness, which, in turn, in this case, depends, to a large extent, on strict observance of principles.
Sadly, there is growing politicization of humanitarian affairs worldwide, to the detriment of millions of civilians. Attacks against humanitarian and UN personnel, including discrediting campaigns fed by disinformation and hate speech, have also become a dangerous new trend.
In this context, we particularly welcome the Compact`s Collaborative Humanitarian Diplomacy Initiative, aimed at defending humanitarian principles and supporting humanitarian access.
Madam President,
Brazil has consistently emphasized that the UN80 must preserve the balance among all three pillars of the United Nations - peace and security, development, and human rights - as enshrined in the Charter. Principled humanitarian action operates precisely at the intersection of these pillars. It has served as a stabilizing framework that allows the system to function across politically sensitive environments, ensuring legitimacy, access, and trust.
We must therefore ensure that reform ultimately strengthens the humanitarian system.
We remain fully committed to engaging constructively in these discussions.
