Statement by the Permanent Representative of Brazil to the United Nations, Ambassador Sérgio França Danese, at the Ambassador-Level Peacebuilding Commission (PBC) meeting

Madam Chair, colleagues,
I commend your efforts to put forward a very palpable and straightforward Programme of Work for the Peacebuilding Commission this year.
Brazil fully supports an action-oriented approach that underscores the work of the Peacebuilding Commission as a vital platform to assist countries emerging from conflict or willing to prevent it. We must ensure that our engagements are not only timely but also followed up with consistent support.
Peacebuilding is a dynamic and evolving process, and it is our collective responsibility to address, with a holistic view, the shifting priorities of countries in need that come to the PBC for assistance.
The PBC’s unique position as a coordinating platform within the UN system must be fully utilized.
We emphasize the importance of maintaining close contact with Resident Coordinators who are on the ground and well-positioned to provide critical insights into the realities faced by countries in post-conflict or transition situations. Their expertise and firsthand knowledge are invaluable in shaping effective and context-specific peacebuilding and prevention strategies.
As we look ahead to the 2025 Peacebuilding Architecture Review (PBAR), it is imperative that PBC members actively advocate for enhanced institutional support to the Commission so that it better fulfills its mandate to respond to the growing demands of peacebuilding and sustaining peace.
We must also ensure that there is real coordination and integration between the pillars of the peacebuilding architecture: the PBC, the Peacebuilding Support Office, and the Peacebuilding Fund. Particularly, countries benefiting from PBF resources should seek the political support and strategic guidance provided by the PBC, ensuring a comprehensive approach to peacebuilding and the timely sharing of good practices and lessons learned.
We are happy to see a significant number of meetings dedicated to specific countries on our agenda. We see room for many others, and commend the German chair for taking up the consultations Brazil was making with some prospective partners to work with the PBC during this year.
On the Commission’s advisory role, we commend the Chair’s efforts to plan ahead, particularly in alignment with the Security Council’s agenda, including mandate renewals. We also commend the Republic of Korea for assuming the role of informal coordinator and encourage all Security Council members who are also PBC members to actively promote greater synergy between these two bodies.
Enhanced coordination with ECOSOC and with the General Assembly are equally crucial, as it will foster a more integrated and cohesive approach to peacebuilding across the UN system.
Brazil also supports the efforts for having greater predictability in the work of the PBC. The proposed tentative agenda is a step in the right direction and should become a standard practice. Predictability allows for better preparation, more meaningful engagement, and ultimately, more effective outcomes.
As we mark the anniversaries of Security Council resolutions 1325, on Women, Peace and Security, and 2250, on Youth, Peace and Security, we must reaffirm our commitment to integrating these agendas into the work of the PBC. In this regard, the PoW should include possible activities on WPS and YPS, as an opportunity to reflect on how the PBC can better support these agendas.
Finally, as Chair of the Country-Specific Configuration for Guinea-Bissau, Brazil is committed to working closely with the Guinea-Bissau mission and coordinating with the Chair, the PBSO, the PBF and the Resident Coordinator to determine the next steps in this important engagement. We remain dedicated to supporting Guinea-Bissau in its peacebuilding efforts and to contributing to the broader goals of the Commission.

Brazil commends your efforts to approve a programme of work that preserves the flexibility of the Commission, while seeking an adequate level of predictability and planning.
