Statement by the Deputy Permanent Representative of Brazil fo the United Nations, Ambassador Norberto Moretti, at Interactive Dialogue with the United Nations Development Programme (UNDP) Administrator

Mr. President,
Brazil welcomes the presentation of the UNDP Strategic Plan for the period 2026–2029.
We appreciate the Plan’s shift from global numerical targets to a more systemic and adaptable approach. The emphasis on flexibility, allowing for the combination of objectives and accelerators according to national contexts, is particularly relevant for countries with diverse development challenges.
Mr. President,
Brazil continues to follow, with grave concern, the financial constraints currently facing the multilateral system. Initiatives to foster partnerships between public and private resources, promote innovative financial instruments, enhance transparency, and reduce risks for private capital are welcome steps. The design and/or promotion of new mechanisms in the financial field is a subject that needs to be adapted to the local circumstances and priorities of developing countries.
Equally important is UNDP’s contribution to the global dialogue on bridging the financing gap for the achievement of the SDGs. Addressing this growing challenge is directly linked to the translating the outcomes of FfD4 into transformative action. In this context, there is even a more pressing need to safeguard the UNDP’s financial strength. Core resources are far more than a budgetary item.
They constitute the very foundation of the Program’s ability to act autonomously, to foster innovation, and to ensure fair delivery of support across all programme countries.
Mr. President,
My delegation stands ready to join consensus on the adoption of the Strategic Plan 2026–2029. Equipping UNDP with a solid planning instrument is essential for guiding its operational activities, while upholding the principles and priorities reflected in the 2030 Agenda and the QCPR. Brazil reaffirms its commitment to work constructively with all partners to ensure UNDP remains vibrant, effective and responsive to the needs of programme countries.
