Statement by the Deputy Permanent Representative of Brazil fo the United Nations, Ambassador Norberto Moretti, at Interactive Dialogue with the United Nations Population Fund (UNFPA) Administrator

Mr. President,
At the outset, my delegation welcomes the appointment of Ms. Diene Keita as Executive Director of UNFPA and wishes her success in her new position.
Mr. President,
Brazil welcomes the presentation of the UNFPA Strategic Plan 2026-2029. We recognize the Fund’s continued leadership as both a normative and operational actor within the United Nations system. We note the Plan’s priority axes and commend UNFPA for reaffirming its commitment to the promotion of rights and choices for all individuals, with special attention to women, adolescents, youth, and marginalized populations.
My delegation highlights the challenging global context against which this new Plan has been prepared, one marked by deepening social inequalities, the climate crisis, geopolitical tensions, protracted humanitarian crises, and severe strains on the multilateral system. We value UNFPA’s effort to balance continuity with adaptation, by consolidating its core mandates on sexual and reproductive health and rights, gender equality, and the elimination of violence, while adding a new dimension on demographic dynamics.
We also take note of the innovative proposals on financing, particularly the transition from “funding” to “funding and financing”. In this regard, Brazil stresses that initiatives for resource mobilization, whether from public or private sources, should be understood as complementary and fully integrated into the national financing-for-development strategies of programme countries. Such alignment is essential, given the specific circumstances associated with financial matters in each national context.
With these comments, Brazil is prepared to join consensus on the adoption of the UNFPA Strategic Plan, 2026-2029. We look forward to continuing our constructive engagement with Fund to ensure that it remains a strong, responsive, and reliable partner for countries in the developing world, including through trilateral South-South arrangements.
