A diplomacia do desarmamento e as deliberações sobre temas estratégicos e de segurança internacional concentram-se em Genebra, em torno da Conferência do Desarmamento (CD) – foro de negociação multilateral das Nações Unidas para o desarmamento – e dos demais regimes de regulação de armas de destruição em massa e armas convencionais que se reúnem permanentemente nesta cidade.

A Conferência sobre Desarmamento (CD) foi estabelecida em 1978, na esteira da primeira Sessão Especial sobre Desarmamento da Assembleia Geral das Nações Unidas (SSOD-I). Participam da CD os 65 Estados Membros das Nações Unidas com "capacidades militares relevantes". O Brasil é membro da CD desde sua criação.

A atuação brasileira no âmbito dos tratados e regimes multilaterais de desarmamento sediados em Genebra dá-se por intermédio da Delegação Permanente do Brasil junto à Conferência do Desarmamento.

Originalmente criada como representação especial vinculada à Missão Permanente do Brasil junto às Nações Unidas em Genebra, o posto foi elevado ao status de “delegação permanente”, por meio do Decreto 12.237, de 25 de outubro de 2024.

A Delegação Permanente do Brasil junto à Conferência do Desarmamento ocupa-se do tratamento dos assuntos diplomáticos relativos à regulamentação das armas de destruição em massa e de armamento convencional, cruciais para o poder militar no mar, no ar, na terra, no espaço exterior, no meio cibernético e no campo da inteligência artificial.

Além da CD, a Delegação representa o Brasil nas reuniões regulares dos seguintes instrumentos internacionais em Genebra, tais como: o Tratado sobre a Proibição de Minas Terrestres Antipessoal; a Convenção sobre Armas Biológicas e Toxínicas (CPAB); o Tratado de Não Proliferação de Armas Nucleares (TNP); a Convenção sobre Certas Armas Convencionais (CCAC); e o Tratado sobre o Comércio de Armas Convencionais (TCA). Participa, ainda, das deliberações da I Comissão da Assembleia Geral das Nações Unidas, responsável pelo tratamento de temas de desarmamento e segurança internacional, em coordenação com a Missão do Brasil junto às Nações Unidas em Nova York.

Sua atuação em tais foros e tratados é orientada pelos objetivos de promover e salvaguardar os interesses nacionais, em particular no campo da defesa nacional e do desenvolvimento tecnológico do País, bem como de contribuir para a paz e segurança internacionais.

Escritório do Conselheiro Militar

A delegação do Brasil junto à Conferência do Desarmamento é assessorada por Conselheiro Militar, função desempenhada por oficial-general de quatro estrelas, designado pelo Presidente da República por indicação do Ministro da Defesa, com base em sistema de rodízio entre as três Forças Armadas. O Escritório do Conselheiro Militar conta, ainda, com três assessores em nível de oficial superior.
O Conselheiro Militar tem entre suas atribuições prestar assessoramento à Delegação do Brasil junto à Conferência do Desarmamento no trato de assuntos militares, em conformidade com as orientações do Chefe de Assuntos Estratégicos do Estado-Maior Conjunto das Forças Armadas; acompanhar os assuntos e eventos de interesse no campo da Defesa, fazendo-se presente nos foros adequados; e articular-se com organizações internacionais relacionadas com as Nações Unidas para o trato dos assuntos relativos à Defesa.

THE DELEGATION AT A GLANCE

Disarmament diplomacy and deliberations on strategic and international security issues are concentrated in Geneva, around the Conference on Disarmament (CD) – the United Nations multilateral negotiation forum for disarmament – ​​and other regimes pertaining to weapons of mass destruction and conventional weapons that meet regularly in the city.
The Conference on Disarmament (CD) was established in 1978, in the wake of the first Special Session on Disarmament of the United Nations General Assembly (SSOD-I). The CD is composed by 65 Member States of the United Nations with "relevant military capabilities". Brazil has been a member of the CD since its creation.
Brazil's activities within the scope of multilateral disarmament treaties and regimes based in Geneva are under the responsibility of the Permanent Delegation of Brazil to the Conference on Disarmament.
Originally created as a special representation linked to the Permanent Mission of Brazil to the United Nations in Geneva, the post was elevated to the status of “permanent delegation” by Decree 12.237 of October 25, 2024.
The Permanent Delegation of Brazil to the Conference on Disarmament is resposible for diplomatic matters related to the regulation of weapons of mass destruction and conventional weapons, which are crucial for military power at sea, in the air, on land, in outer space, in the cyber environment and in the field of artificial intelligence.
In addition to the CD, the Delegation represents Brazil in the regular meetings of international instruments in Geneva, such as: the Treaty on the Prohibition of Anti-Personnel Landmines; the Convention on the Prohibition of Biological and Toxin Weapons (BWC); the Treaty on the Non-Proliferation of Nuclear Weapons (NPT); the Convention on Certain Conventional Weapons (CCW); and the Arms Trade Treaty (ATT). It also participates in the deliberations of the First Committee of the United Nations General Assembly, responsible for dealing with issues of disarmament and international security, in coordination with the Brazilian Mission to the United Nations in New York.
Its activities in such forums and treaties are guided by the objectives of promoting and safeguarding national interests, particularly in the field of national defense and technological development, as well as contributing to international peace and security.

Office of the Military Advisor

The Brazilian delegation to the Disarmament Conference is assisted by a Military Advisor, a role performed by a four-star general officer, appointed by the President of the Republic on the recommendation of the Minister of Defense, based on a rotation system among the three Armed Forces. The Office of the Military Advisor also has three advisors at senior officer level. The Military Advisor's duties include providing advice to the Brazilian Delegation to the Disarmament Conference on military matters, in accordance with the guidelines of the Chief of Strategic Affairs of the Joint Chiefs of Staff of the Armed Forces; monitoring matters and events of interest in the field of Defense, being present in appropriate forums; and liaising with international organizations related to the United Nations to deal with matters relating to Defense.
