Travel authorization for minors
What it is
Articles 84 and 85 of the Statute of the Child and Adolescent state that children under the age of 18 of Brazilian nationality can only leave the country when duly authorized by their parents or legal guardians.

| 2 | Traveling unaccompanied | May only leave Brazilian territory if authorized by both parents or legal guardians |
If it is not possible to obtain the express authorization of one of the parents, the interested parties must provide judicial authorization.
According to Resolution 131 of the National Council of Justice, of 26/05/2011, authorization for travel by minors can be issued in the following forms::
| 1 | When the minor's passport is issued: | Parents may authorize the inclusion of a note on the travel authorization in the booklet. | |
| 2 | If the minor already has a valid passport: | Authorization can be given in two ways: | a) travel authorization form; b) travel authorization declaration. |
The period of validity of the authorization or declaration must be determined by the parents. If they don't, the permit will be valid for 2 years, and only for one trip.
⚠️ When leaving Brazil, the interested parties must present the Federal Police agent with the 2 copies of the Authorization to Travel Abroad by a Brazilian Minor, or the Declaration of Authorization to Travel. One of the copies will be retained by the PF.

Requesting travel authorization
This must be requested by the parent who will not be accompanying the child on the trip. The parent must be Brazilian, or a foreigner with a valid National Migration Registration Card (CRNM, formerly RNE) and regular migratory status in Brazil - in other words, who has not had their visa canceled or been absent from Brazil for more than two consecutive years.
You must go in person to the Consulate and present the necessary documentation.

Service by post
To request the service by post, the following conditions must be met:
| 1 | Brazilian parents | They have already signed an autograph card at the Consulate. |
| 2 | Foreign parents | a) Valid national migration registration card (CRNM, formerly RNE); b) Regular migratory status in Brazil - in other words, they haven't had their visa canceled or been absent from Brazil for more than two consecutive years; c) Have already signed an autograph card at the Consulate. |
The documents to be presented are the same as those listed above. Exceptionally in this case, the identification document of the parent signing the authorization may be a copy.
Submission can be done in two different ways:
| a) | Send a self-addressed stamped envelope for return by post; |
| b) | Send a completed takkyubin collect form (chaku-barai denpyou) with your name, address and telephone number. ⚠️ Don't forget to arrange the best time for delivery. |
The Consulate is not responsible for lost or late mail.
Applications sent by post by third parties, brokers or registered agencies will not be received by this Consulate General.
⚠️ Interested parties without an autograph card who are unable to attend the Consulate in person and foreigners who do not have a valid CRNM (RNE) must have their signature on the first copy of the form recognized by a Japanese notary public and then have the document apostilled (Hague Apostille) by the Ministry of Foreign Affairs - Gaimusho to take effect in Brazil.
⚠️ Notaries public based in Tokyo and Kanagawa are authorized to issue the Hague Apostille directly, without the need for the documents to be submitted to the Gaimusho.
Travel Authorization Declaration (Consulate only)
The parent who will not be accompanying the child on the trip must go in person to the Consulate and present the following documents:

Foreign parents can request the document directly from the Consulate.
⚠️ Alternatively, for the purposes of leaving national territory for the country of residence, a certificate of residency may be issued in favor of Brazilian minors who are proven to be residing abroad. This document can replace the travel authorization of the parents or legal guardians.
