What it is

An identification and travel document issued by the Brazilian government to those with Brazilian nationality. The validity period of the document depends on the age of the minor.

How to apply

Fill in the electronic passport form and save or print the Application Delivery Receipt (RER):

Access the electronic form at: formulario-mre.serpro.gov.br;
💡 Click on “Continue to this Website” when the Digital Certificate notification appears on the screen. The site is secure.
⚠️ Disable your browser's pop-up blocker to open the form.
Fill in the details carefully. If there are errors, you may have to issue a new passport, with a new fee;
Print out the Application Delivery Receipt (RER), which contains the protocol number as well as the recovery code. The RER must be signed in the same way as the current passport.
💡 If you can't print the RER, make sure the pop-up blocker on your cell phone, tablet or computer is unblocked.

Required documents

Application Delivery Receipt (RER)

Signed in the corresponding field if the literate minor can already write their own name. If the minor is unable to sign, the parents can write a note on the RER asking for the stamp “minor not literate” or “unable to sign” to be affixed.

Recent photo

Size 5x7cm, clear, colored, with a white background (cannot be a blue background), without glasses, without colored lenses, with visible eyebrows and a neutral expression. Check out the specifications.
⚠️ Do not cut out the photo to paste into the form.

Current passport, if any

If your passport has been expired for more than two years, you will also need to present another valid photo ID, such as your Student Card（学生証）, My Number card or foreign passport.

Proof of nationality

The minor's Brazilian birth certificate and, if they have one, an identity card issued by a Brazilian public body.

Proof of residence

Copy of the Zairyu Card.

Authorization to issue a minor's passport

Both parents must fill in the consent form for issuing a passport to a minor by mutual agreement and go to the Consulate to sign it before the consular officer.
⚠️ Even if the parents are separated or divorced, authorization from both parents is required, even if one of them has custody of the minor.

Specific cases:

Brazilian parent who cannot attend the Consulate	The Brazilian parent who is unable to attend to sign the Authorization must send the authorization form for issuing a passport to a minor, notarized (面前) by a Japanese Notary Public (公証役場). The signature must be identical to that on the Brazilian passport. Similar notarizations and other documents are not accepted, so if it is not possible to have your signature notarized by a Japanese notary, you will need to go in person to the Consulate for a signature, with your signature and photo ID.
Brazilian parent who is not in Japan	If one of the parents is unable to sign the form because they are outside Japan, they must send the authorization form notarized by a Brazilian notary or consular office, authorizing the other parent to apply for the child's passport. The signature must be identical to the one on the Brazilian passport. ⚠️ Signatures recognized by similarity are not accepted.
Non-Brazilian parent (Japanese or foreigner)	The authorization to issue a minor's passport can only be signed in person before a Japanese notary public and upon presentation of the passport. The signature must be identical to the one on the passport. If this is not possible, it will be necessary to sign in person at the Consulate, presenting ID with signature and photo (foreign parent) or with photo only (Japanese parent). ⚠️ Signatures recognized by similarity are not accepted.
Forfeiture of family power	If one of the parents has been judicially removed from parental responsibility in Brazil, the respective court decision must be presented.
Inability to obtain a signature from one of the parents	If it is not possible to obtain the signature of the father or mother, express Brazilian judicial authorization must be presented to allow the Consulate to issue the passport to the minor. ⚠️ The Paternal/Maternal Supply Permit for the Granting of a Passport and Travel for a Minor can be issued by the Child and Youth Court with jurisdiction over the place of domicile in Brazil.
Legal guardian who is not one of the parents	If the legal guardian is not one of the parents, their judicial appointment as guardian or custodian of the child must be presented.
Deceased parent	In the event of the death of a parent, the original death certificate must be presented.

Identity document of parents or legal representative(s)

Document with photo and signature, such as passport or ID.
⚠️ In the event of a change of name of the parent(s), whether Brazilian or foreign, an original Brazilian marriage or birth certificate must be presented. Foreigners without a Brazilian marriage certificate will have to present other official documents that allow proper identification of the bearer and proof of the change of name.

Consular fee

Payment is made directly at the automated machines (券売機) available at the Consulate. Check the cost of the service here.

In the case of a postal service, once you have received the Consulate's validation in e-Consular, send the necessary documents by post plus the consular fee in the form of a postal order, which can be purchased at any Japanese post office. Click here for more information.

Processing time

Up to 10 working days.

⚠️ The processing deadline is counted from the moment the documents are received at the Consulate.

Document delivery and pick-up

Delivery by takkyubin for payment at destination (着払い) to the address provided by the person concerned.
In-person pickup at the Consulate General: if you intend to pick up your passport in person at the Consulate, you must inform them at the time of the appointment so that a pickup time can be scheduled.

Applications by post

When applying for a passport for a minor by post, the authorization form for issuing a passport for a minor must be sent with the signatures of the Brazilian parents notarized (面前) by a Japanese Notary Public (公証役場), with the parents' original passports sent. ⚠️ Japanese parents must send their original passport OR another Japanese document with a photo and the necessary information to identify the person concerned, along with a selfie of them holding the document.

⚠️ Signatures by similarity are not accepted.

⚠️ The Consulate cannot be held responsible for lost documents, and it is the responsibility of applicants to ensure that they are sent by the appropriate means (registered letter/takyubin).

Observations

Minors do not need to go to the Consulate General. The lack of fingerprinting does not prevent the granting of passports with maximum validity.
⚠️ If it is impossible to prove the identity of the minor, their presence may be requested.
Parents have the option of inscribing the Travel Authorization in the passport itself so that it doesn't have to be requested every time the minor travels.
⚠️ To change or revoke the travel authorization entered in the passport, the passport with the travel authorization must be cancelled, and a new passport for the minor will be issued with the related costs.
