CPF for foreigners
CPF FOR FOREIGNERS: NEW RULES FOR 2025.
Beginning in 2025, all foreign CPF holders residing abroad must renew their registration annually using the Brazilian Federal Revenue Service's app, available for Android and iOS platforms. The updated version of the app, which includes the functionality for foreign CPF re-registration, will be available starting January 13, 2025, when the process officially begins. To perform the re-registration process, foreign nationals must download or update the Federal Revenue Service app and:
a) provide their CPF registration number and date of birth;
b) use the RFB app to capture a photo of the CPF holder’s face and their passport; and
c) fill in the registration details requested by the app.
If there is a discrepancy in the CPF data during the process via the app, it will not be possible to complete the re-registration. In such cases, the foreign national must appear in person at the Embassy, presenting the error message generated by the app and one of the following mandatory documents:
a) Passport;
b) National Migratory Registration Card (CRNM) or the old Foreigner Identity Card (CIE/RNE); or
c) Until June 30, 2025, an identification document issued by Mercosur Member States or Associated States. After this date, the presentation of a passport will be mandatory (Art. 32-A of Normative Instruction RFB No. 2,236, dated November 22, 2024).
REGISTERING A NEW CPF
CPF (Cadastro de Pessoa Física) requests for foreigners must be submitted, in person, through the Ministry of Foreign Affairs consular network, as detailed below:
1. To request registration, regularisation or change of CPF, foreigners must fill out the online form on the Federal Revenue website, available at the following link:
- In Portuguese: https://servicos.receita.fazenda.gov.br/Servicos/CPF/InscricaoCpfEstrangeiro/default.asp
Unfortunately, the Brazilian Revenue Service only made available the electronic form in Portuguese.
2. The "Voter ID" field on the form must be left blank;
3. The browser's pop-up blocker must be disabled, otherwise it will not be possible to send the request;
4. After clicking "send", a registration form (FCPF) will be generated containing a service code;
5. The applicant must appear at the Embassy carrying the FCPF generated on the RFB website, duly completed and signed, and an identification document stating name, date of birth and nationality (for example: passport, national identification document, RNE/CRNM). It is advisable to provide the consular section with a document in which the name of the parents are stated;
6. Minors under 16 must also send a document proving their parentage (for example, the minor's foreign birth certificate) and appear at the Embassy accompanied by their parents or legal guardians;
7. The RFB will use the email address provided in the FCPF to communicate directly with applicants about the progress of the requests.
