Discurso do Representante Permanente Alterno, Embaixador Norberto Moretti, por ocasião da consulta informal a nível de embaixadores da Declaração sobre Gerações Futuras - 08 de julho de 2024 (texto em inglês)
Statement by the Deputy Permanent Representative, Ambassador Norberto Moretti, at the Informal Consultation at Ambassadorial Level
REV2 of the Declaration on Future Generations
July 8th, 2024
Dear co-facilitators,
I reiterate my delegation’s appreciation for the work done so far. Your efforts in favor of both the conciseness and the reconciliation of different positions are evident and most welcome.
The revised version of the Declaration brings together several positive elements, among which: a reference to the principles of the Rio Declaration and the promotion of sustainable development; promotion of human rights; fight against different forms of discrimination, alongside the promotion of racial and gender equality; emphasis on eradicating poverty and hunger; as well as equitable and inclusive access to knowledge, information, and technologies.
There are, however, a few elements that need improvement. Among them I emphasize the importance of explicitly referencing the balance between protecting the interests of future generations and meeting the needs of the current generation.
Furthermore, I reiterate our concerns with the use of qualifiers such as "multiplier" in "intergenerational multiplier effect" and "exponentially" in paragraph 5. They are hyperbolic and imprecise language, potentially conveying a distorted perception that could lead to disproportionate
burdens on current generations. Again, it is key to strike the right balance between promoting sustainable development for both current and future generations.
Regarding the actions proposed within the UN framework, Brazil supports the valuable advisory and advocacy role played by the organization. While also considering the proposal for the appointment of a Special Envoy and the preparation of periodic reports, we believe it would be worthwhile to favor the existing mandate of the newly established UN Youth Office, which includes promoting intergenerational dialogue and cooperation. Additionally, there could be a focus on promoting forward-looking and future-oriented assessment in existing mechanisms and mandates.
Dear co-facilitators.
You can continue to count on Brazil to contribute to a balanced and action-oriented document that can pave the way towards sustainable development for future and current generations.
Thank you
