The government gathers international experts to debate citizen’s security and privacy in the application of public policies.
If the government is digital, how can we protect data and preserve the citizen’s privacy? To answer this question, the Secretaria de Governo Digital of the Ministério da Economia will gather on April 28th two of the world’s leading experts on the subject – Barbara Ubaldi, from Organisation for Economic Co-operation and Development (OECD), and Siim Sikut, from Estonia –, and we will have a round table with the representatives of the Tribunal de Contas da União (TCU), Controladoria Geral da União (CGU) and the Autoridade Nacional de Proteção de Dados (ANPD).
The International Data Protection Seminar will be online, open to the general public and can be followed for free on the Gov.br platform, on April 28th, from 9am to 12pm. Participants will receive a certificate at the end of the seminar. The event is supported by Escola Nacional de Administração Pública (ENAP).
The debate will focus on the principle of once only. It is applied in the most developed countries and according to the concept once a citizen provides information about itself to the government the information should not be provided again to any other services of the citizen’s interest.
The action implies an agile integration between the different government systems in order to minimize the time spent by the citizen when providing information to the government itself. Therefore, the International Seminar advances on the subject by expanding the original principle to: Once-only, but privacy first.
“The Brazilian General Data Protection Law (LGDP) require improvement in controls and more transparency in the management of citizen’s personal data” explained the Secretary of Governo Digital, Luis Felipe Monteiro. “The aim of the event is to accelerate learning and to know experiences from institutions that are global reference in data privacy.”
The Gov.br is central to the protection of citizens’ data and their right to privacy, including their right to know which government agencies process their data and for what public policy purposes. Nowadays, Gov.br offers more than 4,200 federal government services- 67% of them completely digital. The goal is to make 100% of the services digital by the end of 2022.
Privacy Protection
The International Seminar is aimed especially at civil servants who work with citizen data protection – such as those in charge of personal data processing, managers and analysts responsible for citizen service, database and systems management, professionals of security information, and other involved in the implementation of the LGDP in their respective agencies.
Mauro Sobrinho, Director of the Departamento de Governança de Dados e Informações da Secretaria de Governo Digital, stated that “We want to reinforce the perception of the necessity that privacy protection is an essential condition for the expansion of digital public services, especially among public managers.”
