Maria Raquel Stacciarini
Co-founder and Head of LA-BORA!gov
Human Resource Management (HRM) Specialist and co-founder of LA-BORA! gov. I hold a degree in Public Administration from UNESP and a specialization in HRM from ENAP. In 2021, I received the Ministry’s Professional Recognition Award in the functional performance category. With over 15 years of experience in Public Management, I am deeply committed to developing and implementing innovative solutions that enhance the experience of public servants. I enjoy teamwork and find great satisfaction in collaborating with others to achieve shared goals. People matter to me!
Maria Martha Lauande (Marthinha)
Head of the Innovative Practices and Knowledge Dissemination Division
Marthinha is a Social Policy Analyst with a degree in Social Work from the University of Brasília. She joined the public service in 2013 and spent seven years developing public health policies for vulnerable populations. She has experience in popular education, participatory management, and network governance. For the past three years, she has been part of LA-BORA! gov, contributing to the transformation of a more innovative public service. Passionate about expansive and impactful initiatives, she believes in dynamic, fluid, and integrated work processes. She advocates for diversity and inclusion in everyday life and brings creativity and care to everything she does.
Sara Emanuela de Carvalho Mota

Social Policy Analyst. She has worked at the Ministry of Social Development and Fight Against Hunger, the Ministry of Health, the National Education Development Fund, and the Ministry of Human Rights and Citizenship. She holds a degree in Nutrition (UFBA) and specializations in Public Management, Participatory Democracy, Republic, and Social Movements (UFMG); Management of Food and Nutrition Policies (FIOCRUZ); Indigenous Health (UNIFESP); Epistemologies of the South (CLACSO/UC); Evidence-Informed Policies (Sírio-Libanês); and Public Policy (ENAP and Columbia University). She holds a Master’s degree in Health, Environment, and Work (FAMED/UFBA) and a Ph.D. in Public Health (ISC/UFBA). She completed postdoctoral fellowships at the Center for Social Studies of the University of Coimbra and the Institute of Collective Health at UFBA. She is part of the Working Group "International Health and Health Sovereignty" (CLACSO) and the Brazilian Coalition for Evidence.
Júlio Medeiros

Júlio holds a PhD in Management from the University of Brasilia, where his research focuses on Human Resource Management. His professional experience include international cooperation, improvement of public services, digital transformation and leadership. He enjoys working on projects that make life easier for citizens and public servants while helping to reduce bureaucracy in public administration. His main hobbies are travelling, foreign languages and volleyball.
Jairo Ribeiro
Fixed Team
He holds a degree in Information Systems Management and a specialization in People, Innovation, and Results. Passionate about technology, leadership, personal development, spirituality, entrepreneurship, digital marketing, philosophy, HRM, emotional intelligence, and innovation, he’s driven by a genuine desire to learn and contribute to others’ well-being.
Though naturally introverted and methodical, he’s constantly working to balance these traits. He loves spending time with his family, running outdoors, and relaxing with TV series and games—both digital and board games. Creativity and memory may not be his strongest suits, but he makes a conscious effort to offset these challenges (along with his phlegmatic temperament). He carries a deep sense of gratitude for life, especially for transformative moments such as getting married, becoming a father, and joining LA-BORA! Gov.
Diego Mesquita

Specialist in Public Policy and Government Management since 2004, with a degree in Information Technology. Currently studying History at the University of Brasília (UnB) and attending the Brasília School of Music, he is also a student of philosophy and a Hatha Yoga instructor. He enjoys mountain biking and outdoor sports in general. He believes that LA-BORA! gov, with its focus on people, can transform the work experience into something more aligned with the essence of being human.
Sônia Mara Linhares de Almeida

Federal public servant in the Social Policy Development career. Specialist in Health Evaluation (FIOCRUZ), and alumna of the Public Leadership and Management Program (FJP) and the Leadership for Transformation 2.0 Program (CAF and FDC). Her professional experiences have nurtured a deep interest in innovation in management and people development, with a focus on simplifying services, improving public administration, and enhancing the well-being of both public servants and citizens. A Minas Gerais native who loves Brasília, she enjoys practicing yoga, listening to music, and dancing forró.
Larissa de Faro Valverde

A dentist graduated from the Federal University of Bahia, she has been a Technical Analyst in Social Policies since 2013. Over 11 years, she worked in various areas of the Ministry of Health, focusing on improving health management and planning through data analysis, indicator development, and collaboration with different SUS stakeholders in Bahia. She is a Specialist in Health Evaluation (FIOCRUZ) and holds a Master’s degree in Public Health from the State University of Feira de Santana.
In recent years, she has been inspired by the LA-BORA! gov initiative to make a difference in her workplace by implementing management practices and tools that simplify and enhance work processes, making them more efficient and enjoyable. She believes in people and diversity, as they bring joy to the world. She loves smiling, eating, spending time with family and friends, and celebrating life—because there’s always a reason to do so.
Mirian Benites Falkenberg

A pedagogue (PUC/RS), with a Master’s in Public Health (UnB), Public Health Specialist, and Public Servant, she has spent most of her career at the Ministry of Health, working on human development, indigenous health, and social accountability in health. Committed to social and environmental causes, she embraces new challenges with enthusiasm. She believes in education as both a principle and a tool to transform reality.
A staunch advocate for Democracy and the Unified Health System (SUS), she was inspired to join the core team of LA BORA! gov, contributing to the innovation agenda in public services, and immediately felt at home. Passionate about her family, life, and ongoing personal growth, she strives to make the world a better place for everyone.
Ilmacir Machado

I am 58 years old, daughter of Mr. Moacir and Mrs. Consuelo, two Northeastern Brazilians full of stories and strong personalities. I have a degree in Business Administration and an MBA in Coaching & Competency Management. I have studied NLP, the Hero’s Game, Acropolitan Philosophy, and Public Management, and I am trained in Meta-Integral Facilitation and Consulting. Still, I feel that my greatest learning comes from the school of life and the challenges it brings. I am creative, bold, multifaceted, and, at times, a bit old-fashioned. I also serve as a volunteer Director at the Brazilian Association of Human Resource, Ceará division.
Carolina Coppetti

She holds a Master’s degree in Sociology from Université Paris Nanterre and a Bachelor’s degree in Social Sciences from the Federal University of Rio Grande do Sul (UFRGS). Since 2013, she has served as a Social Policy Technical Analyst (ATPS) at the Ministry of Management and Innovation in Public Services (MGI) and is currently part of the LA-BORA!gov team. She is the creator and organizer of the DATATHON: Gender and Race Inequalities in Public Service.
A professional with a holistic and people-centered approach, she has experience in innovation, data analysis and management, data literacy, product, service, and experience design, social policies, diversity, equity, and inclusion. Passionate about languages and the arts, she is always eager to learn and co-create with others.
When she’s not working, you’ll likely find her exploring the world — reading a book with her cats or traveling somewhere new. She enjoys yoga, shiatsu, hiking, and walking and is always on the move. She believes the world would be a better place if everyone lived by one simple principle: “Do not do to others what you would not want done to you.”
Lívia Santos Ramalho Evangelista

Lívia is passionate about people and learning. A public servant for over 16 years, she began her career evaluating the safety and effectiveness of medicines. Throughout her professional journey — and after facing some challenges — she realized she needed to change course. She earned a degree in Psychology, in addition to her background in Pharmaceutical Sciences and a Master’s degree in Health Sciences from the University of Brasília.
Today, she works in the Department of Governmental Innovation at the Ministry of Management and Innovation in Public Services. She loves studying and has focused her learning on well-being, leadership, engagement, and happiness at work. Lívia is certified as a Chief Happiness Officer and in Facilitation in Gross National Happiness (GNH) and Theory U. She is a specialist in Human Development and Positive Psychology and a Danida Fellow (Danish International Development Agency).
She loves spending time with friends and engaging in meaningful conversations. Lívia believes in the collaborative and transformative power of human potential to build a fairer and happier society.
Joseane Aparecida Correa

Holds a Master’s degree in Law. External Control Tax Auditor at the Court of Accounts of the State of Santa Catarina (TCE-SC). Founder of the Linguagem Simples Lab. Member of the LA-BORA!gov mobile team. Ambassador of the Inovagov Network. She is part of the coordinating teams of the Rede Linguagem Simples Brasil (Plain Language Network Brazil), LS Lab, and the Rede Conexão Inovação Pública (Public Innovation Connection Network).
Rodinadja Batista dos Santos Morato

Ph.D. in Sociology, Master’s in Development and Environment; Specialist in Urban Management and Municipal Planning, as well as Responsible Management for Sustainability; Bachelor in Business Administration and Licensed in Literature. Former Management Technician (Banese) in activities involving Budget Management, Strategic Planning, Projects, and Competitive Intelligence. Coordinated and taught undergraduate and postgraduate programs at UAB/CESAD/UFS and several higher education institutions in areas such as Research, Planning, Marketing, Entrepreneurship, Responsible Management, and Municipal Management. Currently a Planning and Management Analyst at IBGE, serving as the Head of Research by Establishments and as the Training Representative in the Sergipe unit. Received the 2018 Innovative Practices Award and the 2020 Public Spirit Award, both in People Management, for the continuous training project "EconCine." Board member at Ibegesp and IBGE+; Career mentor at Motriz and Gerando Falcões; Member of the LaboraGov and LideraGover 4.0 teams.
Alan Soares Barbosa Júnior

An advertising professional, he has worked as a social communication analyst at INSS for over 15 years, creating intersections between communication, design, education, and innovation. He also holds a degree in Law and a postgraduate specialization in Higher Education Teaching.
He coordinated the Creativity, Experimentation, and Innovation area at LabPrev, led the Institute’s Research and Innovation Unit, and served as Head of the Communications Office for the Agency in Brazil’s Northeast region.
Before joining public service, he worked in advertising agencies and taught undergraduate and graduate courses in Communication and Marketing Management.
A proud Pernambucano, passionate about the largest state in a straight line in Latin America, he finds inspiration and perseverance in urban life, diversity, cultures, and human connections — the very sources that keep his belief alive that, in public service as in life, everything can be transformed.
