Luana Silveira de Faria
Luana is a Psychologist, a public servant, and the Head of LA-BORA! gov, an innovation lab within the Ministry of Management and Innovation in Public Services, in Brazil. Governance Advisor at MIT. She holds a Master of Business and Administration (MBA) in People, Innovation, and Results and is a Professor at several institutions, including Enap, EVG, ESINT/ABIN, and ESMPU.
Through her work, Luana focuses on creating environments of trust and collective growth, that enhance results for organizations, teams, and leaders. She is committed to helping organizations create the best experiences for their employees and win the hearts of people. Luana works towards the future of the Civil Service by ensuring that government has great people, new ideas, and better outcomes.

Maria Raquel Stacciarini
Business manager graduate, public servant since 2006 and LA-BORA! gov's staff since its creation. Raquel is interested in innovation and co-criation. She was born in Minas Gerais but has Brasília in her heart.
Isabela Maria Lisboa Blumm
Master in Public Policy from the University of Oxford, Specialist in Healthcare Evaluation from Fiocruz (Oswaldo Cruz Foundation), and Sociologist from the University of Brasília. Scholar of the Managing Global Governance Academy 2022, from the German Institute of Development and Sustainability. Social policy analyst with over 12 years of experience in the public sector in Brazil and England. She is passionate about public policies and innovation, in a humanized way. Crazy about travel, history, board games and arts.
Maria Martha Lauande
Marthinha holds a bachelor degree in Social Service from the University of Brasília, joined the public service in 2013, dedicating herself to the development of public health policies for people with disabilities in vulnerable situations at the Ministry of Health. With a very open mind and looking for more fertile spaces for innovation, she decided to change her journey and embrace the area of people management! She believes in dynamic, fluid and integrated work processes, with respect for diversity and empathy. She is passionate about expansive and impactful actions, shares creativity and affection in everything she does. Marthinha loves her plants, her pets, footvolley and traveling the world.
Marcelo Ivo
Public servant, Undergraduate as psychologist from Universidade de Brasilia, ended up working in the public management field. At this point, has enough knowledge to convey work in these both distinct areas. Enjoys a good conversation and to get to know people and their background, preferably enjoying a great meal.
Jairo Ribeiro
Graduated in Information Systems Administration and Specialist in People, Innovation, and Results. Enthusiastic about topics such as technology, leadership, personal development, spirituality, entrepreneurship, digital marketing, philosophy, people management, emotional intelligence, and innovation. He has a passion for learning and contributing to the well-being of others. He has an introverted and methodical nature, but constantly manages it. He loves spending time with his family, outdoor running, and entertaining himself with series and games (virtual and board games). Creativity and good memory are definitely not his strengths, but he swears he tries to mitigate the negative effects of these issues and his phlegmatic temperament. He carries a deep gratitude for life, especially for some moments of intense change, such as marriage, the birth of his daughter, and joining LA-BORA! gov.
Marília Mesquita Resende
Public Servant of the University of Brasília. Marília has been working as an organizational psychologist at the University of Brasília since 2014. She was part of the LA-BORA! gov's flexible team from 2020 to 2023 and is now a permanent member. She holds a Ph.D. in Work and Organizational Psychology from the University of Brasília (UnB) and in Human Resources Psychology from the University of Valencia (Spain). She is a psychologist and holds a master's degree from the University of Brasília. Her work focuses on promoting evidence-based public policies. She loves to travel, dance, and watch good series.
Júlio César Elpidio
Júlio works at the Secretariat for Management and Innovation at the Ministry of Management and Public Services Innovation. He is a PhD student in Administration at the University of Brasilia and his research is focused on the people management field. His professional experience include international cooperation, improvement of public services, digital transformation and leadership. He likes to work with projects that seek simplify the lives of citizens and public servants as well as make the Public Administation less bureaucratic. His main hobbies are travelling, foreign languages and beach volleyball.
Diego Mesquita
Specialist in Public Policy and Government Management since 2004; holding a degree in information technology, currently studying History at the University of Brasília (UnB) and attending the Brasília School of Music; a scholar in philosophy. Hatha Yoga instructor. Enjoys mountain biking and outdoor sports in general. Believes that the LA-BORA! gov and its focus on the server can transform the work experience into something more aligned with the ideal of being human.
Sara Emanuela de Carvalho Mota
Social Policy Analyst. She has worked at the Ministry of Social Development and Fight Against Hunger, the Ministry of Health, the National Education Development Fund, and the Ministry of Human Rights and Citizenship. She holds a degree in Nutrition (UFBA) and specializations in Public Management, Participatory Democracy, Republic, and Social Movements (UFMG); Management of Food and Nutrition Policies (FIOCRUZ); Indigenous Health (UNIFESP); Epistemologies of the South (CLACSO/UC); Evidence-Informed Policies (Sírio-Libanês); and Public Policy (ENAP and Columbia University). She holds a Master’s degree in Health, Environment, and Work (FAMED/UFBA) and a Ph.D. in Public Health (ISC/UFBA). She completed postdoctoral fellowships at the Center for Social Studies of the University of Coimbra and the Institute of Collective Health at UFBA. She is part of the Working Group "International Health and Health Sovereignty" (CLACSO) and the Brazilian Coalition for Evidence.
Larissa de Faro Valverde
Dentist graduated from the Federal University of Bahia, she has been a Technical Analyst in Social Policies since 2013. For 11 years, she worked in various areas of the Ministry of Health, focusing on improving health management and planning through data analysis, development of indicators, and collaboration with various SUS actors in Bahia. She is a specialist in Health Evaluation (FIOCRUZ) and holds a Master’s degree in Collective Health from the State University of Feira de Santana. In recent years, she was inspired by the LA-BORA! gov initiative to make a difference in her workplace by implementing management practices and tools to simplify and improve work processes, making them more efficient and lighter. She believes in people and diversity, as they bring joy to the world. She loves smiling, eating, being with family and friends, and celebrating because there is always a reason to do so.
Sônia Mara Linhares de Almeida
Federal public servant in the Social Policy Development career. Specialist in Health Evaluation (FIOCRUZ), an alumna of the Public Leadership and Management Program (FJP), and the Leadership for Transformation 2.0 Program (CAF and FDC). Her experiences have fostered a strong interest in innovation in management and people development, focusing on simplifying services, improving public administration, and promoting the well-being of both public servants and citizens. A native of Minas Gerais who loves Brasília, she enjoys yoga, listening to music, and dancing forró.
Débora Ficher Furloni
Technical Analyst in Social Policies, graduate in Social Sciences from USP, and specialist in Public Policies for Equality in Latin America by CLACSO. For 11 years, she worked in favor of Indigenous peoples and traditional communities within the Federal Government.
Passionate about the collective, she strives to contribute to building a more efficient, innovative, and harmonious public service, aiming to improve the effectiveness and reach of public policies offered to the population.
A deeply emotional Paulistana, she never misses a samba, is a ballerina who still dreams of dancing Esmeralda, and a devoted attendee of football stadiums.
Mirian Benitez Falkenberg
Pedagogue (PUC/RS), Master in Collective Health (UnB), Public Health Specialist, and Public Servant, with most of her career spent at the Ministry of Health, where she worked on human development, indigenous health, and social control in health. Committed to social and environmental causes, and always ready for new challenges. She believes in education as a principle and means to transform reality. An unconditional advocate for Democracy and the Unified Health System (SUS), she was challenged to join the core team of LA-BORA! gov and engage in the agenda of innovation in Public Services. Simply put, she felt right at home! Passionate about her family, life, and constantly developing her skills. She wishes to always fight for a better world for all people!

Lívia Santos Ramalho Evangelista

Lívia is a people enthusiast and a lifelong learner. She has been a civil servant for over 16 years, starting her career evaluating the safety and efficacy of medications. Throughout her professional journey, and after facing some challenges, she realized the need for a change in direction. She pursued a degree in Psychology in addition to her background in Pharmaceutical Sciences and a Master's degree in Health Sciences from the University of Brasília.
Currently, Lívia works in the coordination of behavioral insights at the Ministry of Management and Innovation. She loves studying and has been focusing her learning on well-being, leadership, employee engagement, and happiness at work. Lívia is certified as a Chief Happiness Officer, in Facilitation of Gross National Happiness (GNH), and in Theory U. She is also an expert in Human Development and Positive Psychology and a Danida Fellow (Danish International Development Agency).
Lívia enjoys being among friends and engaging in meaningful conversations. She believes in the collaborative and transformative potential of human beings to create a fairer and happier society.
Rodinadja Batista dos Santos Morato

Ph.D. in Sociology, Master’s in Development and Environment; Specialist in Urban Management and Municipal Planning, as well as Responsible Management for Sustainability; Bachelor in Business Administration and Licensed in Literature. Former Management Technician (Banese) in activities involving Budget Management, Strategic Planning, Projects, and Competitive Intelligence. Coordinated and taught undergraduate and postgraduate programs at UAB/CESAD/UFS and several higher education institutions in areas such as Research, Planning, Marketing, Entrepreneurship, Responsible Management, and Municipal Management. Currently a Planning and Management Analyst at IBGE, serving as the Head of Research by Establishments and as the Training Representative in the Sergipe unit. Received the 2018 Innovative Practices Award and the 2020 Public Spirit Award, both in People Management, for the continuous training project "EconCine." Board member at Ibegesp and IBGE+; Career mentor at Motriz and Gerando Falcões; Member of the LaboraGov and LideraGover 4.0 teams.
Êmili Adami Rossetti

A journalist by training, she has been working in her field in public service since 2010 when she joined the Communication Agency at UFRN. At this institution, she also taught courses and participated in many others, but considers her involvement in extension projects as particularly special, especially the opportunities in which she coordinated multidisciplinary groups to work with the most underprivileged populations in her state, planning together with communities and undergraduates ways to improve the quality of life for these people.
She is passionate about social communication, this negotiation of signs and values imbued with history and culture that allows us to give meaning to the world. For this reason, in addition to her degree, she holds a specialization in Marketing and a Master’s and Ph.D. in Social Communication, with a strong focus on Philosophy.
A pet mom, she enjoys cooking for friends and trying out new recipes.
