The Declaration
The Belém Declaration on Sustainable Public Procurement is a joint commitment by national and subnational governments to progressively integrate sustainability criteria into public procurement.
Proposed by the Ministry of Management and Innovation in Public Services of Brazil, the Declaration was launched at the 30th United Nations Framework Convention on Climate Change (COP 30) in Belém do Pará, as part of the Key Objective 22 of the Action Agenda ("Climate-integrated public procurement") alongside the Plan to Accelerate Solutions (PAS) on Sustainable Public Procurement.
Reasons to join
By joining the Belém Declaration on Sustainable Public Procurement, national and subnational governments:
Demonstrate political leadership and commitment to the implementation of the Sustainable Development Goals, particularly SDG 12.7, strengthening their engagement in environmental, social, and climate agendas;
Provide visibility and continuity to existing policies, reinforcing sustainable public procurement initiatives and enhancing their national and international recognition;
Engage in an intergovernmental cooperation network focused on the exchange of experiences, good practices, tools, and innovative solutions;
Preserve flexibility and respect for national and local priorities, as the Declaration is non-binding and does not impose financial commitments or legal obligations.
How to Join
The process to join the Belém Declaration is simple and streamlined.
NATIONAL GOVERNMENTS
National governments may join the Belém Declaration by submitting a letter of adhesion signed by a ministerial-level authority.
Letters should be sent by email to the Brazilian Ministry of Management and Innovation in Public Services (MGI): seges.internacional@gestao.gov.br.
SUBNATIONAL GOVERNMENTS
Subnational governments may join the Declaration by submitting a letter of adhesion signed by the jurisdiction’s highest authority (governor, mayor, or equivalent) or by another authority with the legal power to represent it.
Letters should be sent by e-mail to the Brazilian Ministry of Management and Innovation in Public Services (MGI): seges.internacional@gestao.gov.br.
Expectations after joining
Signatory governments are expected to continue acting in good faith to integrate sustainability criteria into more categories of government spending and foster local markets for emerging technologies with an emphasis on high-impact sectors.
In line with the voluntary nature of the Declaration, signatories are encouraged to:
Provide a hyperlink to a public webpage outlining sustainable public procurement policies and initiatives (in any language);
Engage, on an optional basis, in the Plan to Accelerate Solutions (PAS) on Sustainable Public Procurement, developed through broad collaboration among UNEP/10YFP, UNIDO, FAO, UNDP, UNOPS, and other partner organizations;
Track and share impact metrics and illustrative case studies.
