Technical Cooperation Agreement

In addition to the official metrics, ANATEL has access to information provided by independent specialized vendors with expertise in data collection for fixed and/or mobile broadband services.
The availability of this information is part of a partnership (Technical Cooperation Agreement, TCA), currently stablished with 3 companies (M2 Catalyst *, Ookla and Opensignal), all of them with extensive experience and operate internationally.
The specialized vendors expressed interest and were accredited for the Agreement through a Public Notice, widely publicized by the Agency and open to any interested parties who met the established criteria. In March 2024, the partnership with Ookla and Opensignal were extended for more 24 (twenty four) months and a new agreement was signed with M2 Catalyst for 12 (twelve) months.
In general, information about the state of the service is obtained through crowdsourcing. In this methodology, companies collect data from a crowd of users/customers' terminals and evaluate the performance of the data connection on a given network.
It must be noted that the TCA provides strict rules on the processing of personal data and requires rigorous compliance with personal data protection legislation, especially the General Law on Personal Data Protection (LGPD), Law n 13.709/2018. All data collection is fully compliant with the strictest privacy regulations globally. All data received by the Agency is aggregated, i.e., it concerns a broad set of users, and does not allow the identification of specific individuals. Thus, ANATEL does not receive or have access to any personal or even individualized data of users, whether Brazilian or foreign.

Shared information
The partners provide complementary information for the Agency on different telecommunication topics (regarding providers with more than 5% in Brazilian marketshare), such as:
- service performance and coverage;
- network infrastructure e spectrum allocation;
- presence of operators in different municipalities;
- international benchmarking; and
- application quality (such as video and social media).
Data collection and processing methodology
The methodology for data collection and processing is fully developed owned by the partner companies. As part of the agreement, they provide ANATEL with the methodological knowledge for understanding the results and ensure the correct interpretation of the data.
Data is collected by crowdsource techniques, but each company applies its own solutions and parameterizations, meeting the Agency's different needs.
Use of information by ANATEL
Information and data provided by partners support the Agency in different regulatory topics, especially quality management, coverage, consumer rights and spectrum.
Based on the data and results, ANATEL conducts research, formulates reports, complements evaluations about telecommunications sector and if authorized by partners, may share/publish reports.
Partnership formalization
The Technical Cooperation Agreement made it possible to formalize a partnership with initial duration of 12 months, ensuring Anatel continued access to data and methodological information.
