Ibero-American Culture Vice Ministers Forum
The Ibero-American Culture Vice Ministers and High Authorities Forum is an instance created in 2024 within the Organization of Ibero-American States for Education, Science and Culture (OEI) for the development of cultural policies in the areas of Creative Economy and Copyright.
The Forum is currently composed of 13 member countries, with Brazil exercising the pro tempore presidency until 2026, under the leadership of the Ministry of Culture.
This is a strategic initiative that strengthens regional cooperation around creative economies and cultural public policies, providing an institutional articulation space where experiences, best practices, and joint solutions are shared, aiming at sustainable development, social inclusion, and income generation from culture. One of its main instruments is the Ibero-American Program of Cultural and Creative Industries (PIICC), focused on strengthening cultural public policies, artistic and technical mobility, and fair circulation of cultural goods and services in the region.
Among ongoing actions, the following stand out:
- The development of the Ibero-American Statute of the Artist and Cultural Worker, an unprecedented initiative that seeks to guarantee labor and social security rights in the sector;
- The elaboration of reports "The Transformative Power of Artistic and Cultural Education" and "Public Policies of Books, Reading and Writing," with launch scheduled during the Rio de Janeiro Book Biennial in 2025;
- The realization of technical missions, courses and training on creative economy and measurement of culture's impact on Ibero-American countries' GDP;
- The offering of scholarships for the Culture and Innovation Laboratory in music internationalization, promoted by INAMU (Argentina), which has already benefited 142 people from 13 countries;
- The articulation of prominent events such as the International Seminar on Book Public Policies and participation in Mondiacult 2025, with the construction of a Forum positioning document on cultural policies and sustainable development.
PIICC also instituted its governance through an Operating Act approved by member countries, consolidating its structure with a Pro Tempore Presidency, a Technical Secretariat exercised by OEI, and categories of full members, associates, and strategic allies.
MinC's Special Advisory for International Affairs has been fundamental in coordinating Forum actions, promoting dialogue between countries and reaffirming culture's role as a development vector. This joint construction not only strengthens cultural ties between Ibero-American nations but also repositions culture as a strategic axis of public policies in our region.
