Brazilian candidacies to the International Telecommunication Union (ITU) PP-26)

Deputy Secretary-General Candidate, Mr. Carlos Manuel Baigorri
Since 2022, Carlos Baigorri has served as President of the Board of Commissioners at the National Telecommunication Agency (Anatel), Brazil’s telecom regulatory authority. Anatel is the body responsible to regulate a national sectorial landscape of more than 346 million accesses of the many telecom services, including 34 millions set to 5G technology and a market that attracted around 5 billion USD in investment in 2024.
A seasoned expert in telecommunications, he has been a key figure within Anatel’s permanent career staff since 2009, holding several pivotal roles such as Executive Superintendent, Competition Superintendent, Enforcement Superintendent, and Head of the Technical Advisory Unit. His career in the industry began in 2006 in the private sector, where he worked as a consultant and analyst for mobile operators.
As President, Baigorri leads an organization with 27 offices across Brazil and a workforce of over 1,200 civil servants and other employees. His tenure has been marked by transformative leadership, fostering transparency in budgeting and decision-making, and shaping regulatory processes more open to public participation. Among his many achievements, he spearheaded Brazil’s groundbreaking 5G radio frequency spectrum auction in 2021.
Committed to international cooperation, Baigorri has strengthened Anatel’s global engagement through strategic agreements and partnerships. Under his leadership, the agency has signed Memorandums of Understanding (MoUs) and maintained bilateral relations with regulators worldwide, while contributing to BRICS and G20 initiatives. Notably, Anatel has established a pioneering Technical Agreement with UNESCO on Meaningful Connectivity and AI, fostering innovation and collaboration in emerging technologies.
Baigorri holds a degree in Economic Sciences from the University of Brasília (UnB) and earned both a Master’s and Doctorate in Economics from the Catholic University of Brasília (UCB). A dedicated educator, he has lectured at the Catholic University of Brasília (UCB), the Institute of Higher Education of Brasília (IESB), and the Brazilian Institute of Capital Markets (IBMEC). His scholarly contributions include numerous published articles and book chapters in Brazil and abroad.
Recognized for his leadership and impact, Baigorri has received prestigious accolades, including the Industry Champion award at the GSMA M360 Latam Awards in 2025.
Fluent in English, he is a native speaker of Spanish and Portuguese.

Council Seat, Americas Region – Brazil
Brazil has occupied a seat in the ITU Council for many cycles, aiming to be instrumental for its region (Americas) and the whole ITU Membership´s interests. Some of the Brazilian traditional goals are the improvement of ITU Council governance, managerial efficiency, budgetary transparency, a clear prioritization in the Union resources allocation, and a geographically equitable staff.
As a way to deepen the country’s support for ITU, during the last Plenipotentiary Conference (PP-22), Brazil more than tripled its financial contribution from CHF 954,000 to CHF 3.5 million each year, achieving a place among the Union’s top contributors.
During the 2023-2026 cycle, Brazil has also been acting in the Council for stronger ITU technical deliverables in the fields of cybersecurity, Artificial Intelligence related to ICTs, and space connectivity, among other aims, to meet the needs of all nations.
Brazilian delegations have been present and actively taking part in all the Council Sessions and Council Working (WG) and Expert Groups (EG). Brazilian nationals are serving as Chair of the Member States Advisory Group on the HQ premises project (MSAG), Vice Chairs in the Financial and Human Resources and WSIS&SDGs Working Groups, and Facilitator for Space Connectivity in the WTPF26 EG.
For the cycle 2027-2030, Brazil commits again to keep pursuing its above-mentioned goals and helping the Council build consensus in all the matters under its mandate. The country believes in permanent and inclusive dialogue bringing together not only the Member States but all the Membership to shape greater outcomes.
