The Technical Cooperation is an instrument that allows the friend nations to share knowledge and important experiences in favor of the social and economic progress. It is also a mechanism used by the international bodies to transfer technical knowledge, pleaded by receptor countries.
TECHNICAL COOPERATION DIVISION
It intermediates the relations between Brazil and the other countries in the field of Social Security and Social assistance. The relations include transference and partition of technical knowledge and considerable experiences from Brazil as well as from other countries that have agreements with Brazil.
ATTRIBUTIONS
The tasks are comprehensive concerning the design, information and other following–up guidelines from the Technical Cooperation Divisions in the field of Social Security.
1 To Design, to follow-up and to evaluate the Ministry’s role in all activities related to the cooperation, technical and financial assistance, in the fields of Ministry’s jurisdiction.
2 To provide orientation to the MPAS (Ministry of Social Security and Social Assistance) in the planning of its programs and projects designed to receive or to supply technical assistance.
3 To consolidate and to forward the Ministry’s technical organs’ reports, addressed to international organisms, from which Brazil is a member or has cooperation agreements.
ACTIVITIES
The activities’ main goal is the implementation of the attributions.
- Technical cooperation agreements.
- The participation of MPAS (Ministry of Social Security and Social Assistance) in the international organisms.
- The accomplishment of technical cooperation missions.
- The international information dissemination.
- Integrated administration system of the Secretary for International Affairs.
BRAZIL AND THE INTERNATIONAL ORGANISMS
In the field of Social Security and Social Assistance, Brazil intends to have more participation with the following international organisms:
INTERNATIONAL ASSOCIATION OF SOCIAL SECURITY – AISS
The International Association for Social Security (AISS) was created in 1927 in order to enlarge and to consolidate the infirmity insurance. In short time, it extended its activities to old age insurance, disability insurance and survivor insurance.
AISS’ main office is in Geneva, in the International Labor Office, which has historical connection with AISS.
AISS has local offices in: Africa, American Continent, Asia, the Pacific and Europe.
The AISS objective is to defend and to promote security world- widethe international social.
FUNCTIONS:
AISS provides to its members the opportunity to interchange information and experiences. It organizes courses and seminars on capacitating-building. It also investigates the social security’s issues and publishes several papers about social security.

IBERO-AMERICAN ORGANIZATION OF SOCIAL SECURITY – OISS
According to the first article of the Statutes of the Iberian-American Organization of Social Security – (OISS), it is a technical and specialized international body that aims to promote the economic and social welfare of the Iberian- American countries and all entailed countries - Portuguese or Spanish speaking countries - by means of coordination, exchange and good use of its experiences at Social Security.
FUNCTIONS:
To collaborate with the development of social security systems, by advising and giving the necessary technical help to its members;
To act as a permanent body for information and coordination of experiences;
To develop and promote the study, investigation and improvement of social security systems;
To promote and adopt international rules of social security to facilitate the coordination between the systems that favor the Social Security Right’s internationalization
To convoke and to organize the Social Security’s Iberian-American Congress according to the country’s government where the congress will take place, and to define the themes that will be discussed.

INTER-AMERICAN CONFERENCE OF SOCIAL SECURITY - CISS
The Inter-American Conference of Social Security (CISS) is a permanent nature specialized international body, that aims to contribute with the development of social security in the American countries, to enhance the collaboration among the institutions and administrations that constitute it, and to maintain cooperating and coordinating relations with other international bodies.
CISS is composed by titleholder-members and associate-members.
A titular-member of CISS is a body that credits each one of the American countries as representatives of its Social Security.
An associate-member of CISS is the body or institution of the American countries that administrates one or more branches of Social Security, that has been created by a national law, and has mandatory nature related to the population sector it protects without any lucrative purpose.
The organs CISS counts with to fulfill its goals are:
The General Assembly, which is the organ of deliberation and resolution;
The Permanent Inter-American Committee of Social Security (CPISS), which is
the control and execution organ
The General Secretary, which is the administration organ;
The American Commissions of Social Security (CASS) are the supporting technical organs. Their function is to assure that CISS fulfills its goals and they also deal with the study and the development of the main Social Security branches;
The Inter-American Study Center of Social Security (CIESS) is the organ dedicated to teaching, capacity-building and investigation.

ECONOMIC COMMISSION FOR LATIN AMERICA AND CARIBBEAN - CEPAL
The Economic Commission for Latin America (CEPAL) was created by means of the 106 (VI) resolution of the Economic and Social Council in February 25th, 1948, and it became operative in the same year. In the 1984/67 resolution of July 27th 1984, the Council decided that the Commission would have its name changed to Economic Commission for Latin America and Caribbean.
The general functions of CEPAL’s secretary are the following:
Provide substantive administrative and documentation services to the Commission and to its subsidiary organs;
To study, to investigate and to do other activities within the Commission’s sphere;
To promote the economic and social development by means of the regional and sub-regional cooperation and integration;
To gather, to organize, to interpret and to disseminate data related to the region’s economic and social development;
To render advice services to the governments upon their request and to plan, to organize and to perform technical cooperation programs;
To plan and to promote assistance activities and projects for the development that are adjusted to the needs and priorities of the region and to fulfill the function of the execution body of these projects;
