This axis boosts agricultural production and bioeconomy in general, generating income and development while enabling local populations to thrive socially in harmony with national biomes. It promotes agro-food systems with higher added value, agro-industrialization, and a smaller environmental footprint. It supports research, development, and innovation (R&D&I) in new biotechnologies and encourages the export of non-timber products related to biopharmaceuticals, biocosmetics, and biochemicals, leveraging environmental assets in a non-predatory manner.
Fiscal, credit, administrative, and regulatory incentives enhance the sustainability and sophistication of Brazilian agro-food production systems. Even though repressive measures are important, they are not enough to curb illegal deforestation over the long term. Therefore, a model of wealth generation is being created that preserves standing forests—along with other biomes as an economic alternative to both legal and illegal deforestation.

Key actions under this axis include the Plano Safra (Harvest Plan) and Pronaf (National Program to Strengthen Family Farming) programs, offering reduced interest rates, fiscal incentives, and technical assistance focused on more sustainable, low-carbon, and agro-industrial practices. The National Bioeconomy Strategy was established, involving over ten ministries, to add value to products, processes, and services in the sector. It also aims to enhance the competitiveness of the national bio-based economy by promoting innovation, scientific knowledge, and equitable sharing of benefits with local populations.
- Investments in R&D&I in biotechnology seek to improve resource efficiency, adaptability, and effectiveness, generating wealth from existing ecosystems. The National Program for the Conversion of Degraded Pastures into Sustainable Agricultural and Forestry Production Systems (PNCPD) was launched with the goal of recovering and converting up to 40 million hectares of low-productivity pastures into arable land over the next decade. This initiative can almost double Brazil’s food production area without deforestation, thereby preventing the expansion of rural activity into native vegetation areas.
- Integrating the databases of the Rural Land Tax (ITR), the Rural Environmental Registry (CAR), and other systems aims to improve interoperability, facilitating oversight and streamlining processes for thousands of farmers.
