South American Strategic Intelligence Alliance signs Statute

The South American Strategic Intelligence Alliance consolidated its normative framework with the signing of the Alliance's Statute on Tuesday, July 2, at a plenary meeting in Brasilia/DF. The document establishes the organization and structure of the Alliance, as well as defining its objectives, principles and thematic scope. In this sense, the Statute provides legitimacy and legal security for cooperation between South American intelligence services. In 2024, Brazil will hold the pro-tempore presidency of the Alliance.

The purpose of the Alliance is to become a space for the exchange of strategic intelligence in order to jointly address the risks, threats and opportunities for South America. The principles of the Alliance are: defense of the democratic order of the rule of law, respect for human rights, human security, peaceful coexistence and cooperation between its members.

On the occasion, the participating intelligence services reaffirmed their commitment to defending the democratic order and its institutions. The high-level meeting also inaugurated the Alliance's technical agenda, with a discussion on the Role of Intelligence in the Climate Change Agenda, considering the 30th UN Climate Change Conference (COP30), to be held in South America, specifically in Brazil, in November 2025.

This was the second meeting of the Alliance - the first took place on October 5, 2023, also in Brasília/DF, when the group's constitutive framework was signed. The meetings were held in line with what was agreed by the South American Heads of State who signed the Brasilia Consensus, with regard to regional integration as part of the solutions to face shared challenges: the climate crisis, threats to international peace and security, pressures on the food and energy chains, risks of new pandemics, increasing social inequalities and threats to institutional and democratic stability.
