The School of Intelligence (Esint)
SCHOOL OF GOVERNMENT
The Brazilian Constitution provides for the establishment of Government Schools to promote the training and development of public agents, thus seeking to improve the State's capacity to implement public policies and implement processes of change and innovation in public organizations.
CF/88, art. 39, § 2 – The Union, the States and the Federal District will maintain Government Schools for the training and improvement of public servants, their participation in the courses being one of the requirements for career promotion. For this purpose, the signing of agreements or contracts between the federated entities is permitted.
According to Article 1-B of Decree No. 9.991/2019, Government Schools are those provided for by law or decree. Decree No. 11.816/2023 expressly designated the Intelligence School (Esint) as an integral unit of the organizational structure of the Brazilian Intelligence Agency.
Esint is part of the National Network of Government Schools – an entity that brings together more than 200 public educational institutions, from the Executive, Legislative and Judiciary branches – for the exchange of experiences and the Federal Government Schools System (SEGU), a cooperation network between federal Government Schools.

I – Promoting innovation, transformation and inclusion in Teaching and Research macroprocesses, for the benefit of Intelligence Activity;
II – Improving the National Doctrine of Intelligence Activities;
III – Promoting research for the exercise and improvement of State Intelligence Activities;
IV – Expanding exchanges with schools, educational centers, libraries and other similar national and foreign organizations; and
V – Making the academic space free, encouraging experimentation and open dialogue with diversity of ideas.
TARGET AUDIENCE
Esint's teaching activities are aimed at:
– ABIN public agents: agents from the different careers that make up the staff.
– Servers of the Brazilian Intelligence System (SISBIN): public agents of the bodies that make up SISBIN, as recommended by Decree No. 11.693/2023
– Other relevant bodies: agents of entities that operate with Intelligence Activities in the public sphere or that are of interest to the Intelligence Activity, such as custodians of sensitive knowledge, bodies and agents protecting critical infrastructure or responsible for reducing vulnerabilities and neutralizing threats against citizens and institutions.
– International Intelligence Community: professionals working in Intelligence Services similar to ABIN, or in international organizations with expertise in Intelligence in the foreign environment, within the scope of cooperation of interest to Brazil.

HISTORY
In Brazil, teaching and research activities in the field of State Intelligence were developed mainly from the 1970s onwards, by institutions that reflected the concepts, models and priorities of the Brazilian State in their respective eras.
The first of these institutions was the National School of Intelligence (ESNI), created by Decree No. 68.448 of March 1971. Esni's responsibilities included training civilians and military personnel to meet the Intelligence and Counterintelligence needs of the National Intelligence System (SISNI), composed of similar units within civilian and military ministries and their subordinate agencies and foundations. ESNI also conducted research to develop the then-National Intelligence Doctrine.
In 1990, Esni was succeeded by the Center for Training and Improvement of Human Resources (CEFARH), and the Information Activity was renamed Intelligence Activity. Initially, Cefarh's main responsibility was to develop training and improvement programs and projects for human resources in areas under the jurisdiction of the Secretariat for Strategic Affairs (SAE), the successor to the National Intelligence Service (SNI).
In March 1993, Cefarh became part of the Subsecretariat of Intelligence (SSI), directing its efforts toward meeting Intelligence demands. This effort gained new momentum in April 1996, when SSI became linked to the Military House of the Presidency of the Republic and gained the status of Intelligence Secretariat. In this new context, Cefarh's primary mission was to train and develop human resources for Intelligence activities.
In 1999, with the creation of the Brazilian Intelligence Agency (ABIN) by Law No. 9.883 /99, Cefarh gave way to the Intelligence School (Esint), established by Decree No. 3.493/2000. Esint is the unit through which ABIN fulfills its legal responsibilities provided for in item IV of art. 4 of Law No. 9.883 /99, namely, “ to promote the development of human resources and the Intelligence doctrine, and to carry out studies and research for the exercise and improvement of the Intelligence Activity ”.
Esint also executes the competence attributed to ABIN in art. 22 of Law No. 11.776 /2008, which is to “ implement a permanent program of qualification, training and development, aimed at ensuring the professionalization of the holders of the positions included in its Career and Position Plan ”.
Esint is responsible for the training, qualification, and development of ABIN's Intelligence professionals. Its responsibilities also include the training and development of Intelligence professionals from agencies within the Brazilian Intelligence System (SISBIN). .
