Brazil is reelected to the ICAO Council with 93% of the votes

Brazil was reelected as a member of Group I of the International Civil Aviation Organization (ICAO) Council for the period 2023 to 2025. The vote took place on October 1, during the ICAO 41st Assembly, in Montreal (Canada), which began on September 27 and continues until October 7. The country received the highest number of votes among Group I candidates, with a total of 158 votes out of a possible 170, equivalent to 93%. The vote reinforces Brazil's strategic position in the ICAO Council and assures the continuity of the Brazilian representation in the largest forum of international civil aviation.

The Brazilian delegation present in Montreal is headed by the director-president of the National Aviation Agency (ANAC), Juliano Noman, and composed of the highest authorities of the Department of Airspace Control (Decea), the Center for Investigation and Prevention of Aeronautical Accidents (Cenipa), the Ministry of Foreign Affairs (MRE) and the Federal Police.

The director-president of ANAC, Juliano Noman, pointed out that the re-election proves the worldwide recognition of the work that has been done by the country for national and international aviation. “Brazil is one of the founding members of OACI and has been successively elected to occupy Group I of the Council. This only reinforces our commitment in the search for excellence and proves the importance of the country for the development of civil aviation worldwide,” said Noman.

For Decea’s Director General, Air Lieutenant-Brigadier João Tadeu Fiorentini, Brazil’s re-election is a source of pride. "Group I is formed by 11 countries that represent the most important States in air transport. This new re-election is a source of pride for us and reflects the international recognition of Brazil’s contribution, through the Brazilian Air Force, to the work of ICAO,” declared the general officer.

Founded in 1944, ICAO is the specialized agency of the United Nations (UN) for promoting safe and orderly development of international civil aviation. Brazil is one of the founding members and has a permanent representative on the ICAO Council, currently Ambassador Norberto Moretti. The Brazilian Permanent Delegation is headed by the MRE and is technically advised by Decea and ANAC.

The Assembly is convened every three years by the Organization's Council and its purpose is to stipulate the guidelines to be followed by OACI for the following three-year period, to decide on matters forwarded by the Council, to review technical, legal, economic and administrative work of the Organization, among others.

The significant vote received by Brazil is the result of the joint work between the MRE, ANAC, Decea, Cenipa, SAC and the Federal Police, and the intense work of our diplomatic representations.
