Reinstatement of Pre-Listing for Brazilian Poultry and Egg Establishments
The European Union has formally notified the Brazilian government—through an official letter—of the reinstatement of the pre-listing system for Brazilian establishments exporting poultry meat and eggs. The mechanism allows Brazil’s national sanitary authority to designate eligible plants directly, without requiring individual audits by European authorities.
“This is excellent news. The pre-listing for the European Union—a large, high-value market for Brazilian poultry and eggs—had been closed since 2018. Seven years with Brazil out,” stated Minister of Agriculture and Livestock, Carlos Fávaro.
With the reinstated system, establishments that comply with the EU’s sanitary standards can now be indicated by the Ministry of Agriculture and Livestock (MAPA). Once the list is communicated to the European Commission, the plants become authorized to export. The pre-listing model streamlines and brings predictability to the accreditation process, since MAPA certifies that the establishments meet EU requirements without the need for case-by-case evaluations by European authorities.
“We worked for three years to reopen this market, and now, officially, it is open again. All Brazilian agro-industries producing eggs and poultry that meet the sanitary prerequisites can resume exports to the European Community,” said the minister.
The confirmation from the EU is the result of a sustained bilateral agenda maintained throughout the year. On October 2, a MAPA mission to Brussels—led by the Secretary of Trade and International Relations, Luís Rua, submitted priority requests to the European Commission, including the reinstatement of pre-listing for animal protein, the advancement of negotiations for the return of fish exports, and the recognition of livestock disease regionalization.
Subsequently, on October 23, a high-level meeting in São Paulo between Secretary Luís Rua and the European Commissioner for Agriculture, Christophe Hansen, consolidated progress in the sanitary agenda. At that meeting, the EU confirmed the return of pre-listing for poultry plants and advanced discussions for extending the mechanism to egg products, as well as scheduling a European audit of Brazil’s fisheries inspection system. The commitment has now been formalized with the receipt of the official letter, enabling MAPA to begin accrediting eligible establishments.
The parties also agreed to resume a permanent high-level mechanism to address sanitary and regulatory issues, with the next meeting scheduled for the first quarter of 2026. The objective is to ensure predictability, transparency, and continuity in the dialogue, reducing technical barriers and facilitating trade in agricultural products between Brazil and the European Union.
With pre-listing reinstated for poultry meat and eggs, Brazil reinforces the credibility of its official inspection services in ensuring food safety and meeting European market requirements, while advancing a trade facilitation agenda grounded in technical rigor and regulatory cooperation.
