Meeting in Brasília runs through April 17 and will culminate in a ministerial summit

BRICS Agriculture Working Group

Representatives from BRICS countries—comprising Brazil, Russia, India, China, South Africa, Indonesia, Egypt, Ethiopia, Iran, Saudi Arabia, and the United Arab Emirates—are convening in Brasília for the second in-person meeting of the BRICS Agriculture Working Group (AWG). The event is being coordinated by Brazil’s Ministry of Agriculture and Livestock (Mapa), in collaboration with the Ministry of Agrarian Development and Family Farming (MDA) and the Ministry of Fisheries and Aquaculture (MPA). The gathering will conclude with a ministerial summit on April 17, bringing together agriculture ministers and deputy ministers from across the bloc. 

The agenda includes finalizing key strategic documents that address pressing global challenges such as hunger, land degradation, electronic certification, and the sustainability of agricultural production. 

In his opening remarks, Luís Rua, Secretary for Trade and International Relations at Mapa and head of the Brazilian delegation, highlighted the atmosphere of cooperation and the progress achieved during preparatory discussions. “We are very close to concluding the Ministerial Declaration—a strong, unified statement built on shared priorities that demonstrates how BRICS countries can lead real action against food insecurity,” he said. 

One of the main proposals in the draft declaration is the creation of the BRICS Partnership for Land Restoration, which will be officially launched at the ministerial meeting and later presented at the BRICS Leaders’ Summit scheduled for July. 

The initiative aims to coordinate efforts to restore degraded land, conserve soil, and use water resources more efficiently, based on scientific solutions and innovative financing mechanisms. With a focus on the Global South, the partnership seeks to engage governments, the private sector, and local communities in long-term restoration strategies. 

Another key outcome of the meeting will be the finalization of the 2025–2028 BRICS Agricultural Action Plan, which will guide cooperation among member states over the next four years. The plan outlines concrete goals in four priority areas: food security, sustainable agricultural production, innovation and agri-finance, and the facilitation of international trade in agricultural goods. 

The working group is also focused on ensuring that the BRICS agricultural agenda benefits those on the ground. Delegates are discussing how initiatives can directly support smallholder farmers, rural women, artisanal fishers, and youth in rural areas. The talks include technical planning, implementation strategies, and monitoring mechanisms to ensure the effectiveness of the actions proposed. 

As chair of the BRICS bloc in 2025, Brazil is promoting agriculture as a key driver of sustainable development and a platform for building joint solutions that balance economic growth, social inclusion, and environmental preservation.
