2nd Public Call
The 2nd Public Call for Tariff Sandboxes was carried out, inviting distribution companies to submit pilot projects aimed at experimenting with new tariff structures or involving electricity consumer billing models.
Stages
Technical Meeting on the 2nd Public Call
A technical meeting was held on 6 December 2023 with distribution companies and implementing entities (consultancies, academic institutions, and start-ups) interested in carrying out Tariff Sandboxes. During the meeting, participants’ perceptions were gathered and questions regarding the process of the 2nd Public Call were clarified.
Notice of the 2nd Public Call
The opening of the 2nd Public Call was approved by ANEEL’s Board of Directors during the 40th Public Meeting held on 31 October 2023.
The purpose, timetable, and other conditions of the 2nd Public Call for Tariff Sandboxes were published through the Notice without Number dated 31 October 2023 (in portuguese).
The administrative proceeding relating to the 2nd Public Call for Tariff Sandboxes, together with the related documents, may be consulted through Protocol No. 48500.004801/2023-34 in the Procedural Consultation (in portuguese) system.
Expression of Interest
On 21 December 2023, expressions of interest were received from 8 groups of distribution companies covering 14 topics for participation in the Public Call. Access the list of topics here (in portuguese).

Evaluation
On 16 April 2024, the Governance Committee submitted to ANEEL a report analysing the projects, which addressed themes such as fixed billing, digitalisation, and multi-part tariffs, among other initiatives.
ANEEL carried out a supplementary assessment, based on the Committee’s recommendations and other applicable guidelines, in order to determine whether the projects should be authorized.
Technical Note No. 88/2024-STR (Protocol No. 48580.001897/2024) presented the evaluation of the projects submitted under the 2nd Public Call for Tariff Sandboxes.
Authorization for Implementation
During the 21st Ordinary Public Meeting of ANEEL’s Board of Directors, held on 18 June 2024, the Authorizing Resolutions establishing the temporary and experimental regulatory environment for the implementation of the projects authorized under the 2nd Public Call for Tariff Sandboxes were approved. The projects submitted by Cemig and Light were not authorized.

Monitoring
The three authorized projects are currently in the structuring phase and will subsequently proceed to the field implementation phase.
The Governance Committee is responsible for monitoring each project based on periodic reports.
The analyses and monitoring reports concerning the projects must be submitted to ANEEL, and the results will be widely disclosed to society.
