: Good Regulatory Practices Seal

The Good Regulatory Practices Seal is an award granted by the Ministry of Development, Industry, Trade and Services (MDIC). It was established by GM/MDIC Ordinance No. 69/2023 and covers “federal, state, district, and municipal sub-legal normative acts currently in force, of general interest to economic agents or users of the services provided”.

Its objective is to encourage the improvement of normative action through the recognition, visibility, and dissemination of good regulatory practices. The evaluation takes into account the criteria of predictability, regulatory quality, social participation, and regulatory convergence.

2024	Gold	ANEEL Regulatory Resolution No. 1,074 of 19 September 2023, which revised the Procedures of the Research, Development and Innovation Programme (PROPDI) and approved the 2024–2028 Five-Year Strategic Innovation Plan (PEQuI) of the Research, Development and Innovation Programme.
2024	Silver	Resolution No. 1,000/2021, which establishes the rules governing the provision of the public electricity distribution service. Resolution No. 1,069/2023, which amended the rules governing generators’ access to the electricity transmission system.
2023	Gold	Regulatory Resolution No. 954 of 30 November 2021, which establishes the regulatory framework for the implementation of Hybrid Generation Plants (UGH) and associated generating plants. Regulatory Resolution No. 1,020 of 17 May 2022, which approves the revision of Modules 3 and 4 of the Electricity Transmission Services Rules, Submodules 9.1, 9.2 and 9.7 of the Tariff Regulation Procedures, the Glossary of the Electricity Sector Asset Control Manual, and amends ANEEL Regulatory Resolution No. 903 of 8 December 2020 and ANEEL Ordinance No. 3,926 of 29 March 2016. Regulatory Resolution No. 1,045 of 4 October 2022, which establishes the Procedures of the Electricity Sector Research, Development and Innovation Programme (PROPDI).
2022	Gold	Regulatory Resolution No. 964/2021, which provides for the cybersecurity policy to be adopted by agents in the electricity sector.
