The 1st Public Call for Tariff Sandboxes was carried out, providing an opportunity for distribution companies to submit pilot projects aimed at experimenting with new tariff structures and consumer billing models for electricity users.

Stages

Technical Meeting on the 1st Public Call

A technical meeting was held on 27 June 2022 with distribution companies and implementing entities (consultancies, academic institutions, and start-ups) interested in carrying out Tariff Sandboxes.

During the meeting, participants’ perceptions were gathered and questions regarding the process of the 1st Public Call were clarified.

Notice of the 1st Public Call

The opening of the 1st Public Call was approved by ANEEL’s Board of Directors during the Public Meeting held on 23 August 2022.

The purpose, timetable, and other conditions of the 1st Public Call for Tariff Sandboxes were published through the Notice without Number dated 24 August 2022 (in portuguese).

The deadlines were subsequently extended through the Notice without Number dated 29 December 2022 (in portuguese).

The administrative proceeding relating to the 1st Public Call for Tariff Sandboxes, together with the related documents, may be consulted through Protocol No. 48500.004294/2022-58 in the Procedural Consultation (in portuguese) section of the website.

Expression of Interest

In April 2022, 10 expressions of interest were received from groups of electricity distribution concessionaires, representing a total of 33 companies and covering 22 topics for participation in the Public Call.

Project Proposals

Following the timetable established for the 1st Public Call, ANEEL publicly disclosed the 14 Tariff Sandbox project proposals received, covering 18 concession areas.

The following themes addressed in the proposals are particularly noteworthy:

• new tariff structures: time-of-use, binomial, trinomial, and dynamic tariffs;
• prepayment systems;
• digital billing; and
• tariffs for networks with distributed generation integration.

The projects submitted were evaluated by the Governance Project with regard to statistical, methodological, and technical aspects.

Evaluation

On 13 March 2023, the Governance Committee submitted to ANEEL a report analysing the projects.

On 15 March 2023, representatives of Abradee and CPFL delivered a presentation detailing the R&D Project “Tariff Sandbox Governance”, as well as the results of the 1st Call for Tariff Sandbox Subprojects.

ANEEL carried out a supplementary assessment, based on the Committee’s recommendations and other applicable guidelines, in order to determine whether the projects should be authorized.

Technical Note No. 74/2023-SGT/SPE/ANEEL addressed the evaluation of the projects submitted under the 1st Public Call for Tariff Sandboxes and recommended authorization for the implementation of 7 projects.

The Technical Note may be consulted through the Procedural Consultation system under Protocol No. 48581.000847/2023.

Authorization for Implementation

By means of Order No. 1,025/2023, approved during the 12th Ordinary Public Meeting of ANEEL’s Board of Directors held on 18 April 2023, the implementation of 6 Tariff Sandboxes was authorized in accordance with the submitted Project Plans.

Regulatory Waivers

On 15 June 2023, Abradee submitted to ANEEL a request for regulatory waivers and additional clarifications within the scope of the 1st Call for Tariff Sandbox Projects.

Following several interactions with the distribution companies and the Governance Committee, ANEEL’s technical departments issued Technical Note No. 132/2023-STR/STD/SFF/STE/ANEEL (Protocol No. 48580.002676/2023).

During the 46th Public Meeting of the Board of Directors, held on 12 December 2023, the Authorizing Resolutions establishing the temporary and experimental regulatory environment for the implementation of the projects authorized under the 1st Public Call were approved.

Following the decision, CPFL Santa Cruz formally withdrew from the continuation of the “Pilot Project for a Two-Part Tariff Applied to Low-Voltage Energy Tariff (TE)” Authorizing Resolution No. 15,009/2023 was revoked by Order No. 2,292/2024.

1st Call Workshop

On 21 February 2024, the 1st Tariff Sandbox Workshop was held with the objective of presenting the details of the projects.

Representatives from ANEEL’s inspection and ombudsman departments, as well as those of associated State Agencies, consumer councils, associations, and other consumer representative institutions, participated in the event.

The implementing distribution companies were able to present details of the 4 projects currently under implementation.

Monitoring

Four projects are currently under implementation.

The Governance Committee is responsible for monitoring each project based on periodic reports.

The analyses and monitoring reports concerning the projects must be submitted to ANEEL, and the results will be widely disclosed to society.
