Technical Committee on Good Regulatory Practices
Learn more about ANEEL’s Technical Committee Supporting Good Regulatory Practices
Established by Ordinance No. 2,867 of 30 September 2013 (in portuguese), the Technical Committee on Good Regulatory Practices – CT-REG* has the following responsibilities, updated by Ordinance No. 6,857 of 14 August 2023 (in portuguese):
- monitoring and providing technical support to ANEEL’s regulatory areas in the application of AIR, including guidance on how to use Regulatory Impact Analysis tools;
- coordinating the exchange of experiences with other regulatory agencies in Brazil and abroad regarding AIR;
- monitoring and providing technical support to ANEEL’s regulatory areas in regulatory monitoring and evaluation activities, including Regulatory Outcome Evaluation (ARR); and
- supporting the Board of Directors in analysing requests for AIR waivers during the preparation of the Regulatory Agenda.
CT-REG is composed of members from various ANEEL units, including the Regulatory Superintendencies, which are primarily responsible for proposing the issuance of new regulations.
Members meet regularly on a monthly basis and discuss the main ongoing initiatives. Members serve on the Committee for an indefinite term, with the Board of Directors responsible for making changes whenever necessary or appropriate.
CT-REG acts in an advisory and consultative capacity. There is no obligation to submit RIAs to the Committee in advance; however, the Committee may review and provide suggestions regarding the analyses presented. Approval of AIRs remains exclusively under the authority of the Board of Directors.
