Offshore Basins
Environmental licensing of maritime activities and in an E&P transition zone is carried out by the Brazilian Institute of the Environment and Renewable Natural Resources (IBAMA), through CGMAC (General Coordination of Environmental Licensing of Marine and Coastal Enterprises).

Ibama, the Chico Mendes Institute for Biodiversity Conservation (ICMBio), and the Ministry of the Environment and Climate Change (MMA), within the scope of the Open Acreage of Areas, conducted the environmental analysis.

Onshore Basins
State Environmental Agencies (OEMAs) are responsible for the environmental licensing of terrestrial activities confined to the boundaries of a single state.
Some OEMAs prepared specific reports for the Open Acreage of Areas, while others validated the analysis conducted during previous rounds.
Ibama, ICMBio, and MMA also presented recommendations for activities located in onshore basins.
