Open Acreage of Concession 2025 Seminar
The National Agency of Petroleum, Natural Gas and Biofuels - ANP will hold the 2025 Seminar of the Open Acreage of Concession on December 12, 2025, in Rio de Janeiro.
The event will present information about the Open Acreage of Concession (OPC), whose tender protocol will be republished soon, incorporating 275 new exploratory blocks and five areas with marginal accumulations, distributed across the Campos, Ceará, Espírito Santo, Parnaíba, Potiguar, Recôncavo, Santos, São Francisco, Tacutu, and Tucano Sul basins.
With the update, the tender protocol will include 451 exploratory blocks in 11 onshore and offshore sedimentary basins, in addition to the five areas with marginal accumulations recently included.

Throughout the seminar, the rules of the Open Acreage of Concession will be presented in detail, including documentation and procedures for qualification and contract signing, the exploratory potential of the offered areas, environmental guidelines, and technical data supporting new investments in the oil and natural gas exploration and production sector in Brazil.
The seminar is part of a series of meetings promoted by ANP (National Agency of Petroleum, Natural Gas and Biofuels) to clarify the main stages of the Open Acreage of Concession.
The event will have simultaneous translation.

- Open Acreage 2025 Seminar
On May 16, 2025, ANP held the Open Acreage 2025 Seminar in Rio de Janeiro.
The seminar addressed information on both the Open Acreage of Concession (OPC), whose public session of the 5th Cycle took place on June 17, 2025, and the Open Acreage of Production Sharing (OPP), whose tender protocol was published on May 29, 2025.
At the opening of the event, the interim General Director of ANP, Patricia Baran, highlighted that the seminar aims to deepen the debate and dialogue between the Agency and the agents of the oil and natural gas sector. “This seminar is a fundamental tool for providing transparency, predictability, and clarity to the Open Acreage process, as well as discussing best practices, identifying areas for improvement, and aligning expectations. ANP understands that a public policy is only effective when it is built on continuous dialogue. Our commitment is to guarantee a robust and stable regulatory environment that keeps pace with the challenges and transformations of our sector, without losing sight of the need to maintain attractiveness and efficiency,” she stated.
Also at the opening, ANP Director Symone Araújo reminded attendees that the Open Acreage has two fronts: one in the concession regime and the other in the production sharing regime. “We are quite optimistic about the 5th cycle of the Open Acreage of Concession. We have brought a set of blocks for which there has been great interest. And, as soon as we have completed this 5th Cycle, we are preparing to include 275 exploratory blocks and five areas with marginal accumulations in the tender protocol. For the second front, the Open Acreage of Production Sharing, the tender protocol is under analysis by TCU (Brazilian Federal Court of Accounts) and should be published in May. We believe that very soon we will be able to open the 3rd Cycle in this model,” she declared.
Throughout the event, the rules of the Open Acreage of Concession and the Open Acreage of Production Sharing were presented in detail – such as the documentation and processes necessary for qualification and contract signing –, the exploratory potential of the available areas, the environmental guidelines, and the technical data that enable new investments in the oil and natural gas exploration and production sector in Brazil.
The seminar inaugurated a series of meetings on the Open Acreage, scheduled to take place annually.
