Cooperation Projects between Institutions for Qualification of Higher Education Professionals - PCI

CAPES Ordinance n. 120, of June 26^th, 2023, establishes the Institutional Cooperation Projects for Qualification of Higher Education Professionals (PCI – acronym in Portuguese).

PCIs are national or international projects to establish a one-time interinstitutional master’s course (Minter – acronym in Portuguese) and/or Doctorate course (Dinter – acronym in Portuguese) – academic or professional – carried out by a Brazilian leading institution with a stricto sensu graduate program (PPG), on the premises of a recipient institution in Brazil or abroad.

PCI proposals must be submitted to Capes for requirement assessment followed by a merit assessment (peer review) within the area of evaluation of the leading program. Proposals must be prepared in accordance with the rules described in the public Call for proposals.

PCIs must be presented and carried on by a single leading program for a master's and/or doctorate course, approved and accredited by the Higher Education Chamber of the National Education Council (CES/CNE) and ratified by the Minister of Education. For a Minter, the leading program would have to have a minimum grade 4 in any Evaluation and a grade 5 for a Dinter.

Among PCI goals, stands out: masters’ and PhD training outside the major teaching and research centers, reduction of regional asymmetries, strengthening of research groups, as well as qualification of human resources for the job market.

Each leading program will be able to register, simultaneously, only one master and one doctorate program on the Sucupira Platform. A new project can only be submitted when the previous one in the same level has been completed. This procedure must also be taken into consideration for on-going Minter and Dinter courses. Submissions must be presented at the Sucupira Platform by the leading program ratified by the Dean of Research and Graduate Studies or equivalent in the leading institution.

From the publication of the result by Capes, Programs will have up to 24 months (2 years) to start the Minter or Dinter project.  

PCI projects offered by public institutions cannot charge students with any administrative fees, such as registration and monthly fees.
