Bidding Round Special Commission of Open Acreage of Production Sharing
- Internal Regulation and Functioning
The Open Acreage will be conducted by ANP in its internal proceedings and by the Bidding Round Special Commission, appointed by the Collegiate Board of ANP, in its external proceedings. The Commission’s operations are governed by its Internal Regulation, published in the Special Personnel Bulletin No. 116 of December 24, 2024.
- Appointment of CEL members
The Bidding Round Special Commission (CEL) consists of five regular members and two alternate members, three of whom are on the staff of the National Agency for Petroleum, Natural Gas and Biofuels (ANP), and two of whom are representatives of the public who, in each Bidding Round during the six months prior to the publication of the Ordinance establishing the CEL, do not have, nor have had, any direct ties to agencies, entities, or business entities linked to the oil and natural gas industries, and two alternate members who are either on the staff of the National Agency for Petroleum, Natural Gas, and Biofuels (ANP) or representatives of civil society.
The ANP’s Attorney General appoints a Federal Attorney to monitor the work of the CEL; this prosecutor will be invited to attend and will have the right to a seat and a voice at all CEL meetings and public sessions, and his or her presence will be recorded in the minutes.
The chair, vice chair, and other members of CEL, as well as the federal attorney responsible for overseeing the proceedings, are appointed by an Ordinance issued by ANP and published in the Federal Official Gazette (DOU) for each bidding round.
The current members of CEL for the Open Acreage of Production Sharing were appointed by ANP Ordinance No. 294/2025 ANP Ordinance nº 294/2025, published in the Official Gazette on March 24, 2025.
