Public Consultation and Public Hearing

The bidding instruments are constantly evaluated by the ANP and undergo a Public Consultation and Hearing process for possible improvements.

The aims of the public consultation and hearing process are:

• To acknowledge the drafts of the Tender Protocol and of the the Open Acreage production sharing agreements;
• Obtain subsidies and additional information about the documents;
• Provide economic agents and other interested parties with the possibility of forwarding comments and suggestions;
• Identify, in the broadest possible way, all aspects relevant to the subject matter of the Public Hearing;
• Give publicity, transparency and legitimacy to ANP's actions.

• Public Consultation and Public Hearing nº 06/2024

  On October 18, 2024, Notice of Public Consultation and Public Hearing No. 06/2024 was published in the D.O.U. regarding the review of the tender protocol and the agreements of the Open Acreage of Production Sharing – OPP.

  Public Consultation No. 06/2024

  The public consultation period was 45 (forty-five) days, ending at 6 pm on December 4, 2024.

  Public Hearing No. 06/2024

  The Public Hearing was held on December 11, 2024, at 2:00 pm, via videoconference, pursuant to ANP Resolution No. 436, of June 27, 2024. The event was broadcasted on ANP's YouTube channel in real time.

• Public Hearing nº 05/2022

  The holding of Public Hearing nº 05/2022
  
  On Februry 22, 2022, the Notice of Public Consultation and Public Hearing No. 05/2022 was published in the Official Gazette (DOU) regarding the Open Acreage under the production sharing regime.

  On March 25, 2022, the Public Hearing No. 05/2022 was held by videoconference. Check out the presentations made during Public Hearing nº 05/2022 and the complete recording on the ANP's YouTube channel (in Portuguese) on the corresponding page in Portuguese.

  The public hearing was presided over by the Superintendent for the Licensing Rounds Promotion (SPL), Renato Silveira, and secretariat by the Administrative Coordinator of the SPL, Hudson Filadelfo, in addition to the presence of the Prosecutor Maria Laura Timponi Nahid, representing the Federal Prosecutor's Office with the ANP.

  The Secretary of Oil and Gas of the Ministry of Mines and Energy, Rafael Bastos, and the deputy director of the ANP, Luiz Henrique de Oliveira Bispo, gave the opening speech. Then, the president listed the procedures and rules of the hearing and gave the floor to the first speaker.

  The Environment Coordinator of the Operational Safety and Environment Superintendence (SSM), Nilce Costa, spoke about the environmental opinions of the maritime blocks for the Open Acreage under the Production Sharing regime; the General Technical Coordinator, Kátia Almeida, spoke about the main changes to the pre-public tender protocol and the Deputy Superintendent for the Licensing Rounds Promotion - SPL, Josie Quintella, pointed out the main changes to the draft agreements.

  Subsequently, representatives of ten institutions, registered as exhibitors, made presentations.

  After the presentations, there was a demonstration by the audience and, without further demonstrations, the president closed Public Hearing nº 05/2022.

  Public Consultation 

  The period of the public consultation was twenty five (25) days and ended on 6pm of March 21, 2022.

  During this period, the ANP received contributions from interested agents to the drafts of the Tender Protocol and of the the Open Acreage production sharing agreements.

  Deliberations on the contributions received

  The ANP evaluated the relevance of each contribution received during the public consultation period and at Public Hearing No. 05/2022.
